The M&E Quality Engineer is responsible for ensuring that all Mechanical & Electrical installation works are carried out in accordance with project specifications, approved drawings, applicable codes and standards, and the Company's Quality Management System. The role includes inspection, quality control, welding quality assurance, documentation, and coordination with clients, consultants, subcontractors, and regulatory authorities.
Responsibilities
- Develop, implement, and maintain QA/QC procedures and Inspection & Test Plans (ITPs) for M&E works.
- Perform inspections of mechanical and electrical installation works to ensure compliance with project specifications, approved drawings, and applicable codes and standards.
- Conduct inspections and monitor welding activities to ensure compliance with approved Welding Procedure Specifications(WPS), Procedure Qualification Records (PQR), and Welder Performance Qualifications (WPQ).
- Verify welding consumables, material traceability, fit-up, welding processes, and inspection records.
- Coordinate and witness Non-Destructive Testing (NDT) activities, including RT, UT, PT, and MT, where applicable.
- Identify quality non-conformances, issue NCRs, recommend corrective and preventive actions, and verify their effectiveness.
- Prepare and maintain QA/QC documentation, including inspection reports, material inspection records, test reports, method statements, quality dossiers, and handover documents.
- Coordinate inspections with clients, consultants, main contractors, subcontractors, and third-party inspectors.
- Review shop drawings, technical specifications, material submittals, and method statements from a quality perspective.
- Monitor site workmanship and ensure compliance with project quality requirements.
- Support internal and external quality audits and ensure compliance with ISO 9001 Quality Management System requirements.
- Assist the project team in resolving quality-related issues and implementing continuous improvement initiatives.
- Perform any other duties assigned by Management.
Requirements
- Diploma or Degree in Mechanical Engineering, M&E Engineering, Welding Engineering, or a related discipline.
- Minimum 5 years of QA/QC experience in M&E projects, preferably in semiconductor, pharmaceutical, cleanroom, industrial, or process plant environments.
- Strong knowledge of M&E installation standards, quality management systems, and international codes such as ASME, AWS, ISO, and BS/SS standards.
- Must possess a recognised Welding Inspector certification.
- Sound knowledge of welding quality control, WPS,PQR, WPQ, material traceability, and welding documentation.
- Experience in coordinating and reviewing NDT activities and reports.
- Familiar with ISO 9001 Quality Management Systems and QA/QC documentation requirements.
- Able to interpret engineering drawings, P&IDs, isometric drawings, specifications, and technical documents.
- Good communication and coordination skills with clients, consultants, subcontractors, and regulatory authorities.
- Proficient in Microsoft Office applications. Experience with AutoCAD and document management systems will be an advantage.
- Self-motivated, meticulous, and able to work independently in a fast-paced project environment.
- Experience in semiconductor fabrication plants, cleanroom facilities, data centres, pharmaceutical plants, or process piping projects.
- Experience managing pressure piping, HVAC, cleanroom systems, and utility installations.
- Experience with factory acceptance tests(FAT), site acceptance tests (SAT), testing & commissioning (T&C), and project handover documentation.
