Job Description

Role Summary

The M&E Manager will be responsible for the planning, coordination, and management of all mechanical, electrical, and plumbing (MEP) works on assigned projects - from design coordination through installation, testing, commissioning, and handover. The role requires strong technical leadership, contractor/subcontractor management, and close coordination with civil and structural teams to ensure MEP works are delivered safely, on time, within budget, and to specification.

Key Responsibilities

  • Lead and manage all M&E engineering activities across project sites, including mechanical, electrical, plumbing, fire protection, and ELV/BMS systems.
  • Review and coordinate M&E design drawings, specifications, and shop drawings, ensuring compliance with contract requirements, codes, and standards.
  • Develop M&E work programmes and integrate them with the overall project master schedule.
  • Manage and supervise M&E subcontractors, including tendering support, contract administration, and performance monitoring.
  • Coordinate M&E installation sequencing with civil, structural, and marine works teams to avoid clashes and delays.
  • Oversee testing, commissioning, and handover of M&E systems, ensuring all statutory approvals and certifications are obtained.
  • Monitor site M&E works for quality, safety, and compliance with HSE standards and project specifications.
  • Review and manage M&E budgets, cost control, variation orders, and procurement of materials/equipment.
  • Liaise with clients, consultants, and authorities on M&E-related matters, approvals, and inspections.
  • Prepare technical reports, progress updates, and documentation for internal and client review.
  • Identify and resolve technical issues, providing engineering solutions to keep projects on track.
  • Mentor and supervise M&E engineers and site supervisors within the team.

Required Qualifications & Experience

  • Bachelor's Degree in Mechanical Engineering, Electrical Engineering, or a related field.
  • Minimum 10-15 years of M&E engineering experience in the construction industry, with at least 5 years in a managerial role.
  • Proven experience managing M&E works on large-scale infrastructure, marine, port, or building construction projects.
  • Strong knowledge of MEP systems design, installation, testing, and commissioning processes.
  • Familiarity with relevant local and international codes and standards (e.g., NFPA, IEC, local authority regulations).
  • Experience managing subcontractors, budgets, and procurement for M&E scopes.
  • Strong leadership, coordination, and problem-solving skills.
  • Prior experience working with Japanese or international marine/civil contractors is an advantage.
