Job Responsibilities:
. Lead and coordinate the M&E technical aspects of tender submissions, including review of tender drawings, specifications, and employer's requirements.
. Prepare technical write-ups, methodology statements, sequence of works, and technical deviations/clarifications for tender proposals.
. Conduct M&E quantity take-offs, preliminary sizing, and cost estimations in collaboration with the Quantity Surveying and Estimation teams.
. Evaluate consultant design options and carry out value engineering exercises to propose cost-effective, buildable M&E solutions.
. Review design submissions and schematic drawings for technical compliance and feasibility.
. Identify design gaps, technical risks, and constructability issues during the tender stage and propose mitigation strategies.
. Liaise closely with clients, consultants, authorities, and M&E subcontractors to resolve technical queries during the tender phase.
. Coordinate with internal project teams to ensure seamless transition from tender award to execution phase.
Job Requirements:
. Degree in Mechanical or Electrical Engineering, or a related discipline recognized by PE Board Singapore.
. Minimum 8 to 10 years of relevant M&E experience, with a proven track record in tender management and design coordination for large-scale projects in Singapore.
. Deep understanding of local building codes, authority regulations (BCA, PUB, EMA, SCDF, LTA), and Green Mark requirements.
. Strong expertise in M&E system design, value engineering, and cost estimation during the pre-construction phase.
. Familiarity with BIM/Revit processes, AutoCAD, and M&E engineering software.
