Job Description

Key Responsibilities

Testing & Commissioning

  • Develop and implement Testing & Commissioning (T&C) plans, procedures, schedules, and commissioning strategies for M&E systems.
  • Coordinate and oversee commissioning activities for HVAC, Electrical, Fire Protection, ELV, Plumbing & Sanitary, and Building Management Systems (BMS).
  • Ensure all T&C activities are conducted in accordance with project specifications, statutory requirements, and industry best practices.
  • Review test scripts, commissioning documentation, method statements, and inspection test plans submitted by contractors and vendors.

Project Coordination & Stakeholder Management

  • Liaise closely with project consultants, contractors, developers, facility operators, and regulatory authorities throughout the commissioning process.
  • Coordinate multidisciplinary interfaces between architectural, civil, structural, and M&E works to ensure smooth commissioning execution.
  • Lead commissioning meetings and track closure of outstanding defects, testing issues, and technical observations.
  • Facilitate operational readiness and stakeholder acceptance prior to project handover.

Technical Review & Quality Assurance

  • Review M&E designs, shop drawings, technical submissions, and commissioning requirements during project execution.
  • Identify and resolve technical issues affecting system performance, reliability, and maintainability.
  • Ensure compliance with local codes, authority requirements, safety regulations, and project quality standards.
  • Monitor commissioning progress and ensure timely rectification of non-conformances and deficiencies.

Documentation & Handover

  • Manage the preparation and review of commissioning reports, test records, O&M manuals, as-built documentation, and handover dossiers.
  • Verify completion of all commissioning deliverables prior to practical completion and final handover.
  • Support post-handover performance monitoring and defect liability management where required.

Requirements

  • Bachelor's Degree in Mechanical Engineering, Electrical Engineering, Building Services Engineering, or related discipline.
  • At least 3 years of relevant experience in M&E installation, testing & commissioning, construction, or facilities projects.
  • Strong understanding of M&E systems including HVAC, electrical distribution, fire protection, ELV, and building automation systems.
  • Experience in commissioning management, integrated systems testing, and project handover processes.
  • Ability to interpret engineering drawings, specifications, and technical standards.
  • Familiarity with local authority requirements and industry commissioning practices.
