What the role is
SENIOR MANAGER / MANAGER, SECTORAL MANPOWER DEVELOPMENT (RAIL PRODUCTIVITY)
What you will be working on
You will be part of the team to:
.Front, engage and manage rail operators to develop productivity plans and drive improvements in rail productivity as part of sectoral manpower planning efforts
.Set up and support relevant Taskforce/Committees to guide the implementation of the productivity incentive scheme
.Project manage and administer the Rail Productivity Incentive scheme to:
a. Track and monitor implementation progress
b. Identify gaps and highlight outstanding issues
c. Administer and track incentive payouts
d. Provide ad-hoc/ quarterly management reports
e. Facilitate discussions to secure alignment and agreement of grant requirements for KPIs and claims
f. Ensure proper grant administration adhering to governance to ensure no material audit findings.
.Partner and collaborate with internal and external stakeholders on matter relating to productivity improvements including reviewing productivity measures taken, identifying gaps, carrying out assessments to facilitate strategic decision-making, and recommending mitigating measures to achieve desired outcomes
.Procure and manage delivery of professional services required (e.g. audit)
.Engage and manage multiple stakeholders to facilitate budgeting and disbursement operations
What we are looking for
.Tertiary qualification preferably in Engineering, Economics, Business Administration, Public Policy/Administration or equivalent
.At least 8 years of work experience with at least 5 years in manpower or policy development
.Strong situational awareness and deep analytics skills
.Excellent inter-personal and relationship building skills
.Familiarity with grant administration, risk management and compliance matters will be a plus
.Self-starter with strong stakeholder engagement, presentation, written, and communication skills
