Job Description

The Sr. OFCI Engineer is a site-based role responsible for overseeing the logistics, installation, resource tracking, and commissioning of Owner-Furnished, Contractor-Installed (OFCI) long-lead equipment (LLE) for a project. This role ensures the timely delivery of equipment, compliance with project requirements, and effective coordination between contractors, suppliers, and MSFT's internal teams to successfully execute the project.

Key Responsibilities:

1.Site Management:

Conduct daily site walks.

Ensure the preservation of equipment.

Collect daily progress reports from OFCI suppliers, organized by activity.

Perform detailed analysis and reporting of OFCI resources.

Track weekly time sheets.

Maintain a log of damaged equipment.

Verify that Cx spare parts are available on-site for use when necessary.

2.Warehouse & Material Handling:

Coordinate planning for warehousing, including identifying space requirements and duration of storage.

Ensure proper handling, storage, and security of OFCI and materials, including identifying material storage space and associated handling details.

3.Commissioning & Start-up:

Participation in final testing, start-up, and commissioning of utilities, systems, and equipment.

Support MSFT project engineering representatives in overseeing construction and punch list completion activities.

4.Stakeholder Meetings & Coordination:

Organize and facilitate meetings between the Contractor and MSFT stakeholders, including the Design Team, to support the LLE procurement process.

Follow up with stakeholders to ensure timely input and resolve issues as they arise.

5. Procurement Tracking & Reporting:

Review, monitor, and track the OFCI equipment, providing regular reports on

status, scope demarcation, and potential risks.

6. Quality Assurance & Standards Compliance:

Review MSFT's standards and identify deviations or issues related to QA and

compliance. Resolve issues as they arise, ensuring that all standards are met.

7. Commissioning & Testing:

Oversee and monitor the commissioning and testing of systems, ensuring that all

equipment meets the commissioning and maintenance requirements as outlined in

the contract.

8. Meetings & Action Tracking:

Attend weekly and monthly project meetings as required, documenting minutes and

tracking actionable items to ensure timely closure.

Qualifications:

• Education: Bachelor's Degree or equivalent in Supply Chain Management,

Engineering, Construction Management, or a related field.

• Experience: Minimum of 5+ years of experience in supply chain management or

procurement management, preferably in a construction or project management

environment.

• Skills:

o Strong project management, coordination, and communication skills.

o Expertise in procurement processes, logistics, and material handling.

o Experience with commissioning and testing of systems.

o Ability to manage risks, schedules, and costs effectively.

o In-depth understanding of OFCI and processes, equipment, and standards.

o Familiarity with industry-specific regulations, standards, and compliance

requirements.

Preferred Qualifications:

• Previous experience in managing long lead equipment (OFCI) processes for data

centers, industrial or large-scale construction projects.

• Certification in Project Management (e.g., PMP, PRINCE2) is a plus.
