Position Overview
We are seeking an experienced In-House Legal Counsel & Compliance Advisor to provide expert legal advice and compliance guidance. The role involves interpreting and applying relevant laws, including the Statistics Act, Personal Data Protection Act (PDPA), and other regulations governing data confidentiality, to safeguard government's operations and reputation.
The ideal candidate will have strong knowledge of Singapore law, demonstrated expertise in regulatory compliance, and the ability to develop policies and strategies to mitigate legal risks.
Key Responsibilities:
Legal Advisory
- Provide legal advice on matters relating to the Statistics Act, PDPA, data confidentiality, and other applicable laws.
- Review and interpret legislation, regulations, and government guidelines affecting government's operations.
- Draft, review, and negotiate contracts, agreements, and legal documents to ensure compliance with applicable laws.
- Advise on legal risks and develop strategies to mitigate potential challenges from external parties or the public.
- Represent government in discussions with regulators, government agencies, and external counsel.
Compliance Oversight
- Develop, implement, and monitor compliance policies and procedures to ensure adherence to relevant legislation and internal guidelines.
- Conduct regular compliance reviews and audits to identify gaps and recommend corrective actions.
- Deliver training and awareness sessions on legal and compliance requirements for government staff.
- Serve as the point of contact for all compliance-related queries and issues.
- Maintain proper documentation of compliance processes, decisions, and legal opinions.
Risk Management
- Identify, assess, and monitor legal and compliance risks.
- Recommend and implement controls to address identified risks.
- Ensure incident response plans are in place for data breaches or other compliance-related incidents.
Requirements
- Education: Law degree from a recognised institution admitted to the Singapore Bar preferred.
- Experience: Minimum 3-5 years of relevant legal experience, preferably with exposure to public sector, data protection, or regulatory compliance.
- Strong understanding of Singapore's legislative and regulatory environment, especially Statistics Act, PDPA, and data confidentiality obligations.
- Proven ability to provide practical, business-oriented legal advice.
- Excellent analytical, drafting, and communication skills.
- Ability to manage multiple priorities and work under tight deadlines.
