What The Role Is
The Innovation and Foundation Competencies (IFC) team in the Institute of Public Administration and Management (IPAM) develops learning interventions and resources to help public officers become future-ready in cross-cutting areas such as innovation and personal excellence.
You will design and deliver learning solutions that enhance essential workplace competencies, helping to shape how public officers develop innovation and foundational skills for effective public service delivery. Through this role, you will develop competencies in instructional design and learning methodology application, stakeholder and project management, as well as market research and trend analysis.
What You Will Be Working On
You will manage a portfolio of programmes to build innovation and foundation capabilities in the Public Service. In this role, you will:
- Conceptualise online, blended or classroom learning interventions for the Public Service (e.g. identify learning needs, design curriculum, work with subject matter experts to develop training materials and evaluate learning interventions) focused on innovation and foundational competencies
- Work with subject matter experts to shape the course learning outcomes and develop training materials.
- Assess and monitor the impact and effectiveness of learning interventions at the individual trainee and/or organization level.
- Partner with agency stakeholders to assess capability gaps, design targeted interventions, and produce learning resources
- Oversee end-to-end programme development and manage stakeholder relationships to ensure successful project delivery within scope, budget and timelines
- Research emerging practices in learning and development to ensure programmes remain cutting-edge and aligned with sector developments
- Contribute to consultancy projects to support public agencies in their transformation journey, by applying methodologies such as design thinking and process improvement
What We Are Looking For
- [Programme Design] At least 2-4 years of relevant working experience in L&D and instructional design.

* Please note that this position will be on a one-year contract. Designation will be commensurate with experience.
