Job Description

What The Role Is

The Institute of Leadership and Organisation Development (ILOD) is CSC's centre of excellence for leadership and organisation development, and the Sectoral Lead for the Organisation Development job family in the Singapore Public Service. We build OD capabilities among leaders and practitioners so that agencies are better equipped to lead change, strengthen organisations and support Public Sector Transformation.

If you are passionate about designing meaningful learning experiences, building communities of practice and helping public officers strengthen their OD capabilities, this role offers the opportunity to shape how OD is developed across the Singapore Public Service.

We are looking for a Learning and Development Specialist to join our Organisation Development Practice team. In this role, you will design learning experiences and developmental interventions that support OD practitioners, strengthen the OD community and grow OD capability across the Singapore Public Service.

You will contribute to these outcomes by managing key programmes and initiatives, including OD milestone programmes, masterclasses, OD CoMeets and community engagement platforms. Your work will span curriculum and programme design, stakeholder engagement, programme operations, learning evaluation and continuous improvement.

What You Will Be Working On

  • Design and manage organisation development milestone programmes, workshops and learning interventions. You will shape the learning design, evaluate learner satisfaction and application, and use insights from feedback and data to recommend improvements that strengthen OD capability across the Public Service.
  • Lead the development of a vibrant OD community in the Public Service by designing and convening community of practice sessions such as OD CoMeet, and managing platforms such as the ODex Telegram channel. You will curate and share timely information, learning resources and programme updates; support outreach and publicity for OD initiatives; and create opportunities for practitioners to connect, exchange good practices, learn from one another and stay engaged in their professional growth.
  • Conduct learning needs analysis and research emerging OD-related topics for key learner groups. You will translate insights into bite-sized digital learning solutions, job aids and practical resources such as toolkits and infographics, using creative and user-friendly formats to support learning and workplace application. You will also explore emerging learning technologies to reimagine how OD knowledge and skills can be developed across the Public Service.
  • Support whole-of-government OD capability development efforts and ILOD's role as Sector Lead for OD in the Singapore Public Service. This may include contributing insights and recommendations that support the growth of the OD job family, OD function and practitioner development.
  • Project manage programmes and related workstreams, including stakeholder coordination, engagement of external associates and resource persons, budget tracking, timelines and operational processes to ensure effective delivery of learning interventions.

What We Are Looking For

  • Experience: You have 3 – 5 years of relevant experience in learning design and development, with a strong interest in organisation development. You enjoy designing digital and blended learning experiences that create positive impact for learners. Experience or strong interest in learning evaluation, facilitation and community engagement — especially in supporting practitioner networks, peer learning or communities of practice or digital engagement platforms — would be an advantage.
  • You have a good eye for visual design and can translate complex ideas into clear, engaging and visually compelling content. You can use visual storytelling, layout and design to support learning, communicate ideas effectively, publicise programmes, community updates, learning and career opportunities in ways that resonate with target audiences.
  • You bring a partnership orientation and work effectively with colleagues, stakeholders and external partners to shape meaningful learning and development experiences.
  • You can manage multiple projects concurrently, work independently and collaboratively, and bring structure to your work while navigating unfamiliar or ambiguous situations.
  • You have an appreciation of what is organisation development and have a curiosity to deepen your domain knowledge in this area.
