Job Description

What The Role Is

You will provide professional financial advice and analysis on financial matters relating to Financial Control and Reporting, Statutory Board Budget and Grant Management, so as to maintain the high standards of resource management and governance of the Ministry.

You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What You Will Be Working On


You will be involved in the following key work areas:

  • Manage business transactions (e.g. fees & charges, receipts, fixed assets, advance/deposit accounts) to ensure accurate and timely financial reporting in compliance with Instructions Manual and regulatory requirements;
  • Review financial proposals from Divisions to ensure proper governance and compliance (e.g. write-offs, fees below Cost Recovery Ratio, revenue waivers);
  • Compile, review and submit statutory returns to MOF, AGD and senior management as Accounting Officer;
  • Coordinate and facilitate fixed asset audits, including implementation of rectification and improvement measures arising from audit findings;
  • Oversee finance shared services provided by VITAL to ensure service quality and compliance;
  • Perform accounts closing activities, oversee preparation of Government Financial Statements, and respond to audit queries;
  • Participate in finance policy, process and systems reviews, including adoption of automation, analytics and AI tools to enhance efficiency;
  • Act as desk head for Statutory Boards, overseeing finance matters (e.g. budget and funding submissions, governance matters, fee revisions) and grant disbursements.

What We Are Looking For

  • Tertiary qualification in a finance-related discipline; relevant finance/accounting training is an added advantage
  • Around 6 years of relevant finance experience in Ministries or Statutory Boards
  • Proficient in financial ERP systems and MS Office applications
  • Good teamwork and able to work well with and engage other Divisions
  • Good writing and strong communication skills
  • Good quantitative and analytical skills
  • Meticulous, committed and responsible
  • Uphold high professional standards and integrity
  • Excellent project and time management skills
  • Able to multi-task, work independently, and work under pressure and meet tight deadlines to produce the desired results.
