Our Tuas Water Reclamation Plant (TWRP) Project team is hiring a Lead Resident Engineer. This is a 5-day on-site role based at Tuas Nexus.
Essential Responsibilities
- Under general supervision of a Project / Construction Manager and Chief Resident Engineer, evaluates, selects, and applies standard engineering and construction management and supervision techniques, procedures, and criteria.
- Under general supervision of a Project Manager /Construction Manager, carry out general contract administration and management
- Manage and supervise Resident Engineer(s) and Resident Technical Officer(s) (RTO) assigned to the project.
- With additional experience within one area, the individual is expected to assist in the design of larger and more complex assignments
- Provides leadership and accountability for the implementation, and measurable performance, of the Jacobs Beyond Health and Safety Program.
Job Specification
Building Control Act
- Carry out the duties and responsibilities in accordance to the Building Control Act as the Qualified Site Supervisor (RE) on record for the supervision of the works
- Incumbent needs to be a registered Resident Engineer (RE) with IES – JAC.
- Work under the direction of CRE / QPS overseeing all CSA works
- Provides leadership to the site supervision team
- Refer to Best Practices for QSS (attached)
Construction supervision and Management
- Work under the direction of the Construction Manager
- Review and understand CSA scope, BIM, specifications and drawings for all CSA works.
- Understand and follow plans, procedures, workflows, systems and tools for the supervision of TWRP.
- Work with the BIM model for the CSA and coordination with other MEICA works
- Provide regular updates to the CRE on related technical and engineering issues
- Work closely with Construction Managers to understand the technical and engineering issues facing each contract, prioritize and work closely with each CM team to resolve the issues
- Provide technical leadership to RE / RTO on all related technical and engineering issues.
- Enforce specifications and codes of practice
- Liaise closely with CRE/QPS and design team on the review and approval of contractor submissions including calculations, models, drawings, materials, method statements, workmanship, etc
- Ensure consistent and thorough submittal reviews of the Contractors submission have been done throughout the submittal approval process.
- Ensure inspection documentation fully complies with local authorities and project requirements
- Verify that safety and environmental standards and risks are addressed in submittal reviews and monitor safety and environmental during construction, installation, testing and commissioning
- Provide technical input and assistance in contract-related matters
- Liaise and coordinate relevant technical issues with LREs of other disciplines
- Ensure the adequacy of engineering, inspection, and testing functions for all contracts
- Define and oversee special inspection and testing requirements and ensure coordination of these efforts across all contracts
- Ensure that consistent quality standards and conformance with design plans and specifications are maintained across all contracts.
- Ensure the contractors documentation of their works meet the required project standards
- Periodical checks of site record maintained by RTO to ensure records are up to date and in good order.
- Keep abreast of monthly Work Progress Reports
- When requested, work with the QS to provide an independent assessment of the RTO's certification of the value of work completed and recommendation of progress payments to be made to Contractor
- Ensure that the use of compatible materials and equipment is well coordinated.
- Attendance in meetings, discussions with clients, contractors and to lead in technical discussions
- Provide advice on any training needs of the RTOs
- Provide input on performance assessments for RTOs
- Create and maintain registry of drawings, records and reports for the construction works, including drafting of weekly / monthly progress reports, incident reports, construction non – conformance reports etc
- Under the general guidance of the Project Manager, be able to lead site progress and working level technical meetings
- Provide oversight of contractor's overall programme
- Provide pro –active and timely update to conflicts to schedules which may cause delays
- Maintain and update project change log, draft Potential Change Notices
- Maintain and update records of changes to contract drawings and specifications
- Provide pro – active and timely updates to issues which may give rise to contractor's claims for variations
- Assist in review Contractor's Variation claims
- Check and certify quantities and contractor's progress payment claims. Maintain close communication with Construction Manager to resolve outstanding contractor's claims
Safety & Environmental Management
- Pro – active participation and provision of value – added inputs to the Contractor's Safety Management System
- Pro – active participation as an observer in the Contractor's Safety Committee Meeting. This shall include leading and participation of regular safety inspections
- Pro – active surfacing and highlighting of safety issues, including issuance of safety violation notices
- Provide oversight on Contractor's Erosion Control Plan and report on effectiveness of Contractor's ECM
Other Project Specific Requirements
- Provide oversight of contractor's public relations / outreach plan, including attending periodic meetings with public agencies / residents
- Provide oversight of project permitting requirements, including liaison and coordination with public agencies for the purposes of securing construction permits and approvals
Here's what you'll need
To be a successful candidate, you shall possess
- Bachelor in Engineering in Civil / Structural, from an approved university (under BCA's list of accepted university for RE registration).
- Registration as Resident Engineer with IES – JAC.
- Minimum 10 years of relevant construction experience, with large infrastructural projects in Singapore.
- Experience with PUB projects will be an added advantage
- Experience working with BIM / 3D models will be an added advantage
