Our client is a leading integrated development and built environment consultancy with a strong track record in delivering large-scale, complex developments across Singapore and the region. Backed by decades of experience across architecture, engineering, project and construction management, the organisation has contributed to numerous landmark infrastructure, healthcare, education and mixed-use developments. They are currently undertaking a new major educational campus development and are seeking an experienced Quantity Surveying professional to lead the commercial function for the project.
Responsibilities
- Lead and oversee the full spectrum of quantity surveying and cost management functions across the project lifecycle for a large-scale educational development.
- Manage pre-contract activities including cost estimation, cost planning, feasibility studies, value engineering, tender strategy, tender documentation and contract administration.
- Drive procurement processes and evaluate tenders with recommendations to project stakeholders.
- Lead post-contract administration including progress valuation, variation assessment, claims management, final account negotiation and project cost control.
- Provide contractual and commercial advisory support to internal and external stakeholders to mitigate project and commercial risks.
- Review and negotiate contractual matters and lead resolution of contractual claims where required.
- Manage consultants, contractors and project stakeholders to ensure delivery within cost, quality and timeline objectives.
- Mentor and guide junior QS team members where applicable.
- Support any other project-related responsibilities assigned by the business.
Requirements
- Bachelor's Degree in Quantity Surveying, Building or equivalent from a recognised university.
- Minimum 10 years of relevant quantity surveying experience, preferably with exposure to large-scale institutional, educational, public sector or complex building projects.
- Demonstrated experience leading projects independently through both pre- and post-contract stages.
- Professional membership with SISV and/or RICS will be advantageous.
- Strong working knowledge of Singapore building regulations, contract administration and industry practices.
- Proven stakeholder management, negotiation and leadership capabilities.
- Strong planning, organisational and communication skills with the ability to influence cross-functional project teams.
