The IT Project Manager plays a pivotal role in advancing the Singapore Association of Social Workers (SASW)s digital transformation and technology modernization initiatives. This role leads end-to-end project delivery across business functions, ensuring that all technology implementations are strategically aligned with SASW's priorities in operational excellence, service effectiveness, and organizational growth.
Key Responsibilities:
The incumbent reports to the General Manager and is responsible for the below:
- Lead and manage the software upgrade project for the Membership, Accreditation, and Training functions, ensuring delivery meets business requirements within approved scope, budget, and timeline
- Collaborate closely with the appointed vendor to ensure smooth implementation, system integration, testing, and successful launch of the enhanced integrated platforms
- Identify, evaluate, and recommend digitalisation opportunities to streamline workflows, enhance operational efficiency, and improve user experience across functions
- Responsible for cybersecurity as part of enterprise risk management - conduct regular cybersecurity risk assessment as well as implement mitigation strategies to minimise data security risks
- Oversee and ensure the effectiveness of user training programmes, ensuring stakeholders are equipped to adopt and utilise the upgraded systems confidently
- Provide regular progress updates and reports to the IT Steering Committee, highlighting milestones, risks, and key decisions required
- Ensure accurate documentation for NCSS grant submissions, compliance requirements, and project reporting, maintaining proper records and audit trails
- Lead end-to-end project management across initiation, planning, execution, monitoring, and closure stages
- Define project scope, objectives, deliverables, timelines, and success metrics in alignment with business goals
- Develop and maintain comprehensive project plans, including resource allocation, risk assessment, and communication strategies
- Manage project budgets, track expenses, and ensure financial accountability
- Coordinate cross-functional teams to ensure clear communication, collaboration, and timely delivery of milestones
- Identify, manage, and mitigate project risks, issues, and dependencies.
- Prepare and present project status reports, dashboards, and post project reviews for Executive Committee and senior management
- Foster continuous improvement by applying lessons learned and refining project management methodologies
- Ensure compliance with governance, quality, and security standards throughout project execution
- Build strong relationships with internal stakeholders and external partners to ensure successful project outcomes
Qualifications
- Bachelor's degree in Information Technology, or a related field (Master's degree or PMP/CBAP/PRINCE2 certification preferred)
- Minimum of 5-8 years of experience in project management, ideally in a complex or cross-functional environment
- Proven track record in managing medium to large-scale projects from inception to completion
- Strong understanding of project management frameworks (Agile, Waterfall, or Hybrid)
- Experience working with project management tools such as Microsoft Project, Asana, Jira, or equivalent. Desired but not required
- Experience in Salesforce or other enterprise CRM platform would be advantageous
