Job Overview
You will be deployed to our client who is a leading government technology agency driving digital transformation and innovation in the healthcare sector. The Project Manager is responsible for driving the successful delivery of one large project or multiple small projects within a business domain or cross functional projects. He/She ensures projects are thoroughly planned, stay on track, and that issues across functions are addressed promptly, with risks mitigated early to prevent project delays or failure. He/She leads cross-functional teams, collaborating and coordinating with business users, internal and external teams, and vendors to deliver projects on time, within scope, budget, and quality standards. He/She provides regular progress updates to key stakeholders and management, escalating issues as needed for timely resolution. Additionally, He/She participates in annual work planning and manages budget estimations for new project demands.
Responsibilities
- Plan and allocate manpower and resources to meet project objectives.
- Drive procurement activities and secure necessary approvals for scope and funding.
- Lead project teams, vendors, and users to deliver projects on time, within scope, budget, and quality standards.
- Establish and maintain project management frameworks, processes, and procedures under the Quality Management System.
- Develop and update Project Management Plan covering scope, objectives, governance, schedule, deliverables, budget, risks, communication, and issue management.
- Regularly update stakeholders on project progress, risks, issues, resources, and finances.
- Manage project budgets, utilization, and cashflow to ensure financial health.
- Oversee requirement gathering, deliverables, and scope management, including change control procedures and impact assessments.
- Develop detailed project schedules, identify dependencies, and monitor activities to ensure timely delivery.
- Manage slippages, interdependencies, and adjust schedules to meet overall project goals.
- Implement Quality Assurance frameworks, testing plans, and ensure deliverables meet requirements, policies, and standards.
- Oversee end-to-end testing, including vendor and internal deliverables, and support User Acceptance Testing.
- Identify, assess, and mitigate project risks, monitor new risks, and report to steering committees or sponsors.
- Set up project governance, escalation mechanisms, and communication plans to align stakeholders.
- Manage stakeholder expectations, clarify roles and responsibilities, and maintain trusted relationships throughout the project lifecycle.
Requirements
- Bachelor's Degree / Diploma in Business Information Technology, Computer Science or a related discipline
- At least 8 years of experience in application project management, including exposure to project management tasks such as developing and managing project plans, timelines, scope, budgets, resources, and deliverables.
- Strong communication skills for effective collaboration with stakeholders and vendors
- Good knowledge of Software Development Lifecycle
- Experience in issue management and risk management using a structured and methodical approach
- Proven experience managing projects of significant scope and value within large-scale programs
- Prior experiences in System Integration (SI) companies preferred
- Experiences in managing cloud migration projects preferred
- Ability to work effectively in a team environment
- Demonstrated adaptability in agile and dynamic environments
- Proactive, takes ownership of tasks, and delivers results with integrity
