The Opportunity
A globally recognised premium consumer brand is appointing a dedicated IT PMO & Finance Manager to serve as the financial and governance backbone of its APAC technology function. The region spans multiple markets and a wide portfolio of ICT programmes across infrastructure, security, digital, enterprise applications, and data.
This is not a traditional project coordination role. The person in this seat owns the financial rigour of the APAC ICT function end-to-end, maintains a consolidated view of the entire programme portfolio, and acts as the first line of control before issues reach technology leadership.
What You Will Own
Technology Finance & Budget Governance
- Full ownership of the APAC IT budget cycle: annual planning, rolling estimates, actuals, and accruals
- Cost allocation, chargeback calculations, and inter-entity reconciliation across ICT domains
- IT financial data maintenance in enterprise cost management platforms (e.g. Apptio)
- Spend analysis to support cost optimisation and improve forecast accuracy
- Regional Finance partnering to ensure timely, accurate submissions
Vendor & Commercial Oversight
- Contract lifecycle management across all technology domains
- Vendor cost tracking, renewal scheduling, and compliance monitoring
- Invoice validation against approved scope and budget
- Recharge and procurement process documentation prior to Finance processing
Portfolio Visibility & Governance
- Consolidated, real-time view of all APAC ICT programmes across verticals
- Ownership of the regional PMO framework: templates, approval gates, governance cadence
- Milestone tracking, risk and issue management, and budget alignment across all initiatives
- First escalation filter before issues reach technology leadership
ICT Communications
- Central owner of APAC technology communications: outage notifications, change and deployment advisories, cross-market impact notices
- Liaison between ICT leadership and the Communications function
- Regional ICT community engagement through structured updates and forums
What We Are Looking For
- 7+ years in IT PMO, IT Finance, or IT Project Management in an MNC or regional environment
- Demonstrable depth in IT financial management: budget ownership, forecasting, accruals, and chargeback mechanisms
- Solid command of PMO governance frameworks and portfolio management practice
- Experience operating across multiple markets within a single regional function
- PMP, PRINCE2, CITPM or equivalent preferred; ITIL and Agile knowledge an advantage
- Financially fluent, analytically rigorous, high attention to detail
- Structured communicator who can operate as a control function and challenge constructively at all levels
