Job Scope IT Manager/Officer (Town Council)
1. IT Strategy & Governance
- Develop and implement the Town Councils IT policies, strategies, and roadmap to support business and estate management objectives.
- Ensure compliance with the Town Council Financial Rules (TCFR), MNDs IT governance requirements, PDPA, and relevant cybersecurity standards.
- Establish and maintain IT risk management and Business Continuity/Disaster Recovery Plans (BCP/DRP).
2. Systems Administration & Support
- Manage user accounts (e.g., TCMS, Microsoft suite, email systems), access rights, and system security protocols.
- Provide technical support and troubleshooting to staff in a timely and effective manner.
3. Infrastructure & Cybersecurity
- Manage and monitor IT infrastructure, including servers, networks, cloud services, and end-user devices.
- Implement and enforce cybersecurity measures to safeguard sensitive resident and council data.
- Conduct periodic security audits, vulnerability assessments, and penetration testing.
- Ensure proper backup, disaster recovery, and incident response procedures are in place and regularly tested.
4. Vendor & Contract Management
- Manage contracts and relationships with IT vendors, software providers, and service contractors.
- Evaluate and recommend IT solutions to ensure cost-effectiveness and compliance with procurement policies.
- Oversee tender specifications and evaluations for IT-related projects (hardware, software, services).
5. Project Management
- Lead IT projects such as system upgrades, digital transformation initiatives, and website hosting/maintenance.
- Coordinate with internal departments and external stakeholders to ensure timely and successful delivery.
6. Training & Awareness
- Conduct IT orientation and ongoing training for staff (e.g., PDPA compliance, cybersecurity hygiene).
- Promote a culture of digital adoption, data security, and safe IT practices across the Town Council.
7. Dashboard Development & Data Presentation
- Collaboration with Operations Manager to extract and analyse data from systems such as GOfm, CRFM, EIS, and WARM.
- Design and maintain dashboards for operational performance tracking and SLA compliance.
- Present insights to stakeholders using tools like Power BI, ensuring clarity and actionable outcomes.
- Support crisis management and predictive analytics for service disruptions via data presentation
Qualifications & Experience
- Degree or Diploma in Information Technology, Computer Science, or related field.
- At least 3 years of relevant IT management experience, preferably in the public sector, government agencies, or estate/property management industry.
- Strong knowledge of IT governance, PDPA compliance, and cybersecurity frameworks.
- Hands-on experience with systems administration (e.g., TCMS, Microsoft 365, email systems, servers, cloud platforms).
- Proven track record in IT project management, including system upgrades, digital transformation, and vendor/contract management.
Technical Skills
- Proficiency in managing servers, networks, cloud services, and end-user devices, and in Microsoft.
- Familiarity with security audits, penetration testing, and vulnerability assessments.
- Knowledge of backup, disaster recovery, and business continuity planning.
- Understanding of procurement processes and ability to evaluate technical proposals and tender submissions.

- Excellent problem-solving, troubleshooting, and analytical skills.
- Good stakeholder management skills with ability to work with vendors, contractors, and internal departments.
