The Role

Industry Training Officer

The Industry Training Officer (ITO) plays a critical role in enabling companies and workers to navigate transformation in Singapore's economy. As organisations adopt new technologies, including artificial intelligence, automation, data analytics and digital technologies, ITOs partner with business leaders, unions and Company Training Committees (CTCs) to ensure transformation delivers productivity gains, better jobs and stronger workforce outcomes, while upholding fair employment practices, strong labour-management relations and tripartism.

In this role, ITO will:

. Advance NTUC's mission of better jobs, stronger enterprises and sustainable transformation

. Buildand grow relationships with companies across sectors, expanding NTUC's reachthrough the CTC model

. Support companiesin planning and implementing technology‑enabled business and workforce transformation

. Ensure workersbenefit from AI adoption through reskilling, job redesign and careerprogression

. Bridge business,technology and workforce considerations in a practical and responsible manner

Core Roles of an ITO

An ITO performs three integrated roles:

1. Business Advisor and Development- building partnerships and guiding companies through workforce transformation

. Identify and engage companies, pitch the Company Training Committees (CTCs) model and NTUC's value proposition to senior business leaders, HR heads and union counterparts

. Advise companies and Company Training Committees (CTCs) on transformation strategy, technology adoption and responsible implementation across business use case (e.g. automation, analytics, HR and customer applications)

. Assess business processes, job roles and workforce capabilities to identify where AI can improve productivity and job quality

. Guide job redesign, reskilling and change management / redeployment discussions, and promote fair employment practices

2. Facilitator - aligning management and unions on Ops-Tech Road mapping

. Run transformation and Ops‑Tech Road mapping workshops with management and unions

. Support stakeholders to prioritise AI initiatives that deliver business value, productivity gains, and meaningful workforce outcomes

. Identify technology & AI-related skills gaps and recommend training pathways

. Build shared understanding between employers and workers on how technology & AI will change jobs, skills and career pathways

3. Coordinator - integrating the wider ecosystem

. Coordinate support across NTUC, government agencies, training providers and AI solution partners

. Support companies in planning and implementing CTC‑supported technology projects

. Track data and transformation outcomes across business performance, workforce reskilling and job redesign results

. Support sector or cluster‑level initiatives that scale technology and workforce transformation best practices across industries

Job Requirements

Qualifications:

. Diploma or Degree in Business, Engineering, HR, Economics, Public Policy, Technology or related disciplines

Work Experience:

. Minimum 3 years of experience, preferably in workforce development, business improvement, technology transformation, facilitation or consulting. Strong candidates with exposure through relevant roles or internships are encouraged to apply
