The Role
Industry Training Officer (ITO)
The Industry Training Officer (ITO) plays a critical role in enabling companies and workers to navigate AIdriven transformation in Singapore's economy.
As organisations adopt artificial intelligence, automation, data analytics and digital technologies, ITOs work closely with business leaders, unions and Company Training Committees (CTCs) to ensure that AI adoption leads to productivity gains, better jobs and stronger workforce outcomes.
ITOs act as AItransformation partners, helping companies:
- identify highimpact AI use cases,
- redesign jobs and workflows responsibly, and
- equip workers with futureready, AIaugmented skills.
At the same time, ITOs uphold fair employment practices, strong labourmanagement relations and tripartism, ensuring that technology transformation is inclusive, ethical and workercentred.
Purpose of the Role
The ITO role aims to:
- Support companies in planning and implementing AIenabled business and workforce transformation
- Ensure workers benefit from AI adoption through reskilling, job redesign and career progression
- Advance NTUC's mission of better jobs, stronger enterprises and sustainable transformation
- Bridge business, technology and workforce considerations in a practical and responsible manner
Core Roles of an ITO
An ITO performs three integrated roles:
1. Consultant – AIEnabled Business & Workforce Transformation
- Advise companies and Company Training Committees (CTCs) on AI and technologydriven transformation opportunities
- Assess business processes, job roles and workforce capabilities to identify where AI can improve productivity and job quality
- Guide companies on responsible AI adoption, including workforce impact, job redesign and change management
- Promote fair employment practices and positive worker outcomes during AIled change
2. Facilitator – AI Roadmapping & Transformation Planning
- Facilitate AI transformation, OpsTech Roadmapping sessions with management and unions
- Help stakeholders prioritise AI initiatives that deliver business value, productivity gains, and meaningful workforce outcomes
- Build shared understanding between employers and workers on how AI will change jobs, skills and career pathways
3. Coordinator – AI Project & Ecosystem Integration
- Coordinate support from NTUC, government agencies, training providers and AI solution partners
- Support companies in planning and implementing CTCsupported AI and technology projects
- Track progress and outcomes across business performance, workforce reskilling, and job redesign results
- Support sector or clusterlevel AI initiatives to scale best practices across industries
Key Responsibilities
- Engage companies to form and support CTCs
- Consult companies on AI adoption strategies, workforce impact assessment, job redesign and skills transformation
- Facilitate AI transformation and workforce planning workshops
- Support companies in identifying AIrelated skills gaps and training pathways
- Coordinate AI solution partners, training providers and funding support
- Prepare transformation plans, outcome reports and project documentation
- Contribute to sectorlevel AI and workforce transformation initiatives
Competencies Required
An effective ITO must possess strong Applied AI & Innovation (AII) competencies, including:
AI & Technology Literacy
- Understanding of AI concepts, applications and limitations
- Awareness of common enterprise AI use cases (e.g. automation, analytics, AIenabled operations, HR and customer applications)
- Ability to translate technical concepts into business and workforce implications
Workforce & Job Redesign Capability
- Understanding how AI changes job roles, task composition, and skill requirements
- Ability to guide job redesign, reskilling and redeployment discussions
- Awareness of ethical, employment and changemanagement considerations in AI adoption
Consulting Skills
- Problemstructuring and diagnostic skills for AIenabled transformation
- Ability to assess AI readiness across business, people and processes
- Stakeholder facilitation and alignment in AIdriven change
DataInformed Thinking
- Ability to interpret basic data and transformation outcomes
- Comfort working with productivity, workforce and impact indicators
- Evidencebased decisionmaking mindset
Job Requirements
Qualifications:
- Diploma or Degree in Business, Engineering, HR, Economics, Public Policy, Technology or related disciplines
Experience:
- Minimum 3 years of experience, preferably in workforce development, business improvement, technology transformation, facilitation or consulting.
