Job Description

The ASEAN+3 Macroeconomic Research Office (AMRO) is seeking a dedicated and experienced ICT Specialist (Infrastructure) to join the Budget, HR and Support Services (BHRS) Group.

The successful candidate will report to the Group Head of BHRS. S/he will support the Senior ICT Officer to manage AMRO's cybersecurity operations, ensuring strict compliance, robust protection, and seamless alignment with organizational objectives.

Job Responsibilities:

  • Infrastructure Management: Oversee and maintain AMRO's core IT infrastructure, including servers, storage, virtualization, and cloud-hosted environments to ensure high availability and performance.
  • Network Administration: Manage and optimize LAN/ WAN, Wi-Fi, VPN, firewalls, and network security solutions to ensure reliable connectivity and data protection.
  • Cloud Services: Support the adoption and management of cloud platforms (e.g., AWS, Microsoft 365), ensuring seamless integration with existing on-premises systems.
  • Endpoint Management: Implement and manage endpoint security, updates, and configuration policies for desktops, laptops, and mobile devices.
  • Infrastructure Security Compliance: Ensure infrastructure components (servers, networks, and cloud platforms) are configured and maintained in alignment with organizational security policies and standards, coordinating with the ICT Specialist (Security) for vulnerability assessments and incident response.
  • Backup and Disaster Recovery: Execute and regularly test backup, failover, and disaster recovery protocols to ensure business continuity.
  • Architecture Design & Governance: Define and maintain AMRO's enterprise infrastructure architecture roadmap, ensuring alignment with organizational objectives, scalability, and emerging technologies. Establish architecture standards, guidelines, and best practices for on-premises, hybrid, and cloud environments.
  • Vendor & Service Provider Coordination: Liaise with external vendors for infrastructure-related services, maintenance, and support contracts to ensure alignment with service-level objectives.
  • Monitoring & Optimization: Proactively monitor infrastructure performance and implement improvements to enhance reliability, scalability, and efficiency.
  • Project Implementation: Lead or support infrastructure-related projects, such as system upgrades, network refreshes, and security enhancements.
  • Documentation & Compliance: Maintain accurate documentation of infrastructure components, configurations, and procedures in line with organizational and regulatory requirements.
  • User Support (Tier 3): Supervise and guide End User Support personnel, providing escalation support for complex infrastructure-related incidents and ensuring timely and effective resolution.
  • Other: Perform other tasks as assigned by supervisors.

The candidate should possess:

  • A bachelor's degree in computer science, information technology or other related fields from a reputable university.
  • At least 8 of relevant experience in managing IT infrastructure in public or private sector organizations; prior experience in similar international organizations or government agencies would be an advantage.
  • Strong expertise in network architecture, cloud services, virtualization, security frameworks, and disaster recovery planning.
  • Knowledge of enterprise technologies such as Microsoft 365, AWS, cybersecurity tools (EDR/ XDR, firewalls, IDS/ IPS), and ITIL service management practices.
  • Solid understanding of emerging trends in IT infrastructure, cybersecurity, and cloud technologies.
  • Strong analytical, problem-solving, and communication skills, with the ability to collaborate effectively in a multicultural environment.
