Human Resources Manager / HR Business Partner (HRM/HRBP)

We are seeking a highly professional, difference-making HR leader to take the company from good to excellent. This position can be based in Dubai (UAE), the Philippines, or Singapore.
Key Responsibilities
- Provide full-scope, senior-level HR management and business partnership across the organization, including but not limited to organization design, talent acquisition, talent development, compensation & benefits, performance management, HR operations, and company culture.
- Independently and reliably support recruitment needs from stakeholders across Asia, Europe, and the local market; own end-to-end recruitment, onboarding, and orientation; and conduct talent reviews, succession planning, and career development initiatives to retain outstanding talent and maintain a healthy talent pipeline.
- Manage day-to-day HR operations in full compliance with the labor laws of the employment location (UAE, Philippines, or Singapore), covering attendance, overtime, leave, social insurance/statutory contributions, employment contracts, the employee handbook, and payroll-related policies and procedures; proactively prevent and resolve labor disputes.
- Lead compensation and benefits management: design and implement compensation structures, annual salary review processes, and incentive/bonus schemes.
- Develop and drive the performance management cycle, including goal setting, evaluations, feedback, and improvement plans.
- Coach line managers and the HR team, and lead HR projects such as organizational change and culture initiatives.
- Independently design and implement HR policies, processes, and documentation; build team culture; and drive employee relations and employee engagement.
- Apply AI technology and digital thinking to build HR digital systems that improve efficiency and strengthen long-term company culture and employer branding.
Requirements
- Bachelor's degree or above; HR, Law, Business Administration, or Psychology preferred.
- 8–12+ years of HR experience in international companies, or in public companies from their start-up stage; strong talent acquisition capability in the IT/software industry, with a proven track record of talent sourcing across Asia and Europe.
- Strong knowledge of, and hands-on experience with, labor law and social insurance/statutory benefit schemes (health, pension, employment, work injury) in at least one of the hiring locations — UAE (Dubai), Philippines, or Singapore; familiarity with multiple jurisdictions is a strong advantage.
- Proven experience in compensation, performance management, talent development, and incentive scheme implementation.
- Ability to independently create and streamline HR policies, processes, and documentation.
- Fluent Chinese (Mandarin) as a working language as the role requires working with Chinese stakeholders and China Mainland's directors, plus professional English sufficient to handle local labor documents and government procedures.
- Strong communication, influencing, and project management skills, with the ability to partner deeply with business stakeholders and drive change.
- High integrity and the capacity to handle sensitive labor relations matters; experience working with government departments, labor and social insurance institutions, or third-party consultants; relevant HR certifications are a plus.
Location & Travel
Base location: Dubai (UAE), Philippines, or Singapore, depending on the successful candidate.
Travel: domestic travel within the base country, with regional travel across office locations and travel to Europe as required.
