Job Summary
Reporting to the President, the Human Resources Manager is a strategic HR partner responsible for the full spectrum of HR functions across onshore and offshore operations. This includes manpower planning, talent acquisition, compensation & benefits, employee relations, compliance, and employee lifecycle management.
The role also oversees the overall management of personnel within the assigned business line, ensuring effective workforce planning, deployment, and alignment with operational requirements. In addition, the role leads HR policy development and provides leadership to the HR team to ensure effective, consistent, and high-quality HR delivery aligned with business objectives and industry standards.
Key Responsibilities
- Lead HR strategy to support business growth and operational needs
- Oversee overall personnel management for the assigned business line
- Manage end-to-end recruitment for onshore and offshore roles
- Manage compensation & benefits to ensure market competitiveness and internal equity
- Ensure compliance with HSE standards, employment laws, and industry regulations
- Drive performance management, employee engagement, and retention initiatives
- Act as a trusted HR advisor to management and stakeholders
- Lead HR policy development and continuous process improvement
- Formulate, review, and refine HR archival systems and procedures to ensure proper documentation, data integrity, and audit compliance
Requirements
- Degree in Human Resources, Business, or related field
- Minimum 10 years of HR experience, preferably in oil & gas / offshore industry
- Strong experience in recruitment and full-spectrum HR functions
- Experience in managing workforce for operational or project-based environments
- Knowledge of offshore certification and regulatory requirements is an advantage
- Proven leadership and stakeholder management experience
- Strong communication, organizational, and problem-solving skills
- Able to work in a fast-paced, operational environment
- Good experience in HR archival systems and procedures, ensuring proper documentation and audit compliance
- Mandarin proficiency required to liaise with China-based HQ and stakeholders
