Job Description

We are seeking an experienced, dedicated and hands-onHR Manager / Senior HR Executive for our client to support HR operations within the Early Childhood sector. The ideal candidate is independent, trustworthy, and wellversed in HR practices relevant to childcare centres in Singapore. You will play a key role in ensuring smooth HR processes, accurate payroll administration, and compliance with sectorspecific as well as MOM regulations.

Key Responsibilities

1. HR Operations & Administration

  • Manage full spectrum of HR functions including recruitment, onboarding, confirmation, and offboarding.

  • Maintain and update employee records, contracts, and HR documentation in accordance with MOM and ECDA requirements.

  • Handle HR queries from staff professionally and promptly.

  • Ensure HR policies and procedures are consistently implemented across centres.

2. Payroll & Compensation

  • Manage endtoend payroll processing for childcare centre staff, ensuring accuracy and confidentiality.

  • Administer CPF contributions, government claims (Maternity, Childcare Leave, etc.), and statutory submissions.

  • Prepare monthly payroll reports and ensure compliance with MOM regulations.

  • Handle salary adjustments, increments, and annual remuneration exercises.

3. Recruitment & Talent Support

  • Support hiring needs for educators, administrative staff, and centre personnel.

  • Screen resumes, coordinate interviews, and manage candidate pipelines.

  • Liaise with training providers and support staff development initiatives.

4. Compliance & Sector Requirements

  • Ensure HR practices comply with ECDA licensing requirements, employment laws, and sector guidelines.

  • Support audits, licensing renewals, and documentation required for childcare operations.

  • Maintain confidentiality and uphold high standards of data protection.

5. Employee Relations & Engagement

  • Provide guidance to centre leaders on HR matters, performance issues, and staff welfare.

  • Support employee engagement initiatives and contribute to a positive workplace culture.

  • Handle grievances and disciplinary matters with professionalism and fairness.

Requirements

  • Diploma or Degree in Human Resource Management or related field.

  • Minimum 2 years of HR experience, preferably in the Singapore childcare / preschool sector.

  • Strong experience in payroll administration (full spectrum).

  • Familiar with ECDA regulations, licensing requirements, and sector HR practices is an advantage to your application.

  • Independent, trustworthy, and able to handle confidential information with discretion.

  • Strong knowledge of Singapore employment laws and HR best practices.

  • Good communication, interpersonal, and problemsolving skills.

  • Able to work in a fastpaced environment and manage multiple responsibilities.
