About the role Wesmech Engineering supports engineering and manpower-supply operations with a workforce of more than 300 workers, including foreign employees housed across several dormitories. We are looking for a hands-on Human Resource Executive to take charge of our HR operations - work-pass administration, payroll, worker accommodation and statutory compliance - and keep the function running smoothly and compliantly.
Responsibilities
- Manage full-cycle work-pass administration (Work Permit, S Pass, Employment Pass) including applications, renewals, cancellations, appeals, transfers, and repatriation using WPOL/EPOL and the myMOM portal to ensure timely and compliant processing
- Administer foreign-worker levies, quota/Dependency Ratio Ceiling, security bonds, WICA and medical insurance, and CSOC/Coretrade/relevant trade registrations to maintain regulatory compliance
- Process monthly payroll, CPF, IR8A/IR21, overtime, allowances, and statutory contributions accurately using the Infotech HR system
- Oversee worker dormitory and accommodation matters across multiple dormitory operators, managing check-in/out, housing compliance, and arrival arrangements to support workforce welfare
- Maintain accurate employee records, leave, attendance, and time-clocking data in Infotech to ensure reliable HR data management
- Coordinate recruitment, onboarding, and offboarding processes and prepare HR letters and reports to support workforce lifecycle management
- Ensure full compliance with the Employment Act, Employment of Foreign Manpower Act, MOM regulations, and other statutory requirements to mitigate legal risks
- Support HR/MOM audits and liaise with government agencies (MOM, CPF, IRAS) to facilitate smooth regulatory interactions
Required competencies and certifications
- Minimum 2 years of hands-on HR experience covering the full spectrum of HR operations
- Relevant HR experience in the construction or related industry supporting a workforce of more than 300 workers
- Prior experience handling worker dormitory/accommodation matters across dormitory operators
- Familiarity with the Infotech HR software (payroll, leave, and attendance/time-clocking modules)
- Working knowledge of MOM work-pass procedures, levy/quota, CPF, and statutory compliance
- Proficiency in Microsoft Office
- Ability to commence work within one month
Preferred competencies and qualifications
- Diploma or Degree in Human Resource Management, Business Administration, or a related field
- Meticulous, well-organised, and able to work independently in a fast-paced environment
