Job Description

Duties & Responsibilities

  • Implement PDS SEA HSSE strategy into the Singapore PDS team, endorsed by Senior Management and aligned with the Region

  • Support and influence Senior Leadership and employees to manage a safe work culture and uphold the JLL Global HSE Policy, Sustainability Policy, and associated

    standards.

  • Promote HSSE engagement across the business that value adds to PDS in terms of training, inspections, and audit, and HSSE mentorship and advice.

  • Manage and support the development, implementation, and maintenance of the HSSE elements of the PDS IMS, providing assurance that compliance is achieved through an inspection and audit program.

  • Drive scheduled IMS certification programs to deliver certification and support the SEA ISO 5-year plan to maintain ISO across SEA and add services.

  • Ensure the PDS IMS supports the delivery of regulatory compliance and proactively identify key HSSE trends and/or legislative changes that create opportunity for

    continuous improvement and/or compliance.

  • Drive processes and procedures to become an industry leader in all aspects of:

  • HSSE Management

  • Risk Management

  • Contractor Management

  • Incident Management

  • Maintain oversight of the PDS HSSE risk profile and associated supporting Risk Management systems.

  • Maintain oversight of the CMO Incident Management system and associated incident investigations.

  • Develop a systemic approach to reporting and advising Senior Leadership on PDS HSSE performance objectives and metrics.

  • Identify, develop, and facilitate the delivery of the PDS HSSE training programs.

  • Liaise and maintain construction and HSSE industry contacts, maintaining up to date knowledge of legislation, best practice techniques and methodologies.

  • Maintain oversight of HSSE content on internal and external websites.

  • Contribute to the HSSE collateral of RFPs and proposals.

  • Manage any in country HSSE professionals in Singapore in all aspects of HSSE management.

  • Promote pathways for HSSE industry recognition and awards.

Performance Objectives

A SUCCESSFUL PROJECT

  • Within each project, establish and implement an effective organisation structure for reporting, communication and working procedures.

  • Lead the project team to assemble and effectively lead consultants, contractors and suppliers to achieve the best possible performance from all members of the project team.

BUSINESS OUTCOMES

  • The Head of HSSE Singapore will be responsible for the management, development and continuous improvement of the HSSE performance in support of delivering Project Development Services in Singapore.

  • Assist in the preparation of EOI's and pricing submissions to clients to win new work.

  • Assist in the development of quality templates for use by others using Project Toolkit.

  • Assist in external industry award nominations to promote the business within industry.

Employee specification

  • Relevant tertiary qualifications in HSSE or equivalent (Post graduate qualification preferred)

  • Relevant tertiary qualifications in Environment (preferred for existing account)

  • Leadership Management Course of equivalent.

  • Experienced with ISO45001/ISO9001/ISO14001 certifications.

  • Trained in Incident Investigation

  • Qualified as a Lead Auditor (preferred)

  • Extensive and proven HSE leadership and management experience, preferably within a construction, industrial or design related commercial environment, with a geographically spread organisation.

  • At least 5 years in a senior position of influence and strategy development.

  • Demonstrated experience in Crisis Emergency Management and Incident Management.

  • Experience in Worker's Compensation and return to work coordination.

  • Understanding of and commitment to the principles of HSSE and ethical practice.
