Job Description

The HSSE Coach is a key member of the commissioning team. Responsible to help ensure compliance with health, safety, security and environmental laws, corporate policies, and procedures as well as all client rules and regulations. The HSSE Coach will work closely with the commissioning team to implement these processes and procedures. Will also consult with the GATE Site HSSE Lead for additional guidance and direction as needed.

Responsibilities

.Champion HSSE procedures and processes which affect all GATE employees
.Champion safety programs to correct or prevent unsafe practices/behaviors
.Spends 70% of His/her time on the deck coaching Commissioning Team in safework practices.
.Assist and or develop Site Specific Safety Plans and Training packages
.Assist/develop an onsite orientation program
.Conduct HSSE surveys using collected information to manage risks on site
.Advocate safe work environment for all employees. Coach and teach safe work practices. Conducts Field Hazard audits as needed.
.Control on site PPE inventory and issue
.Conduct onsite training and teach employees how to use PPE properly
.Train and Instruct employees on site specific requirements
.Communicate safety issues proficiently and correctly in a timely manner
.Ensures the PTW/SIMOPS/LOTO is being properly adhered to.
.Mitigate hazards through continuous improvement. Use the Hazard ID/RA assessments to implement changes needed
.Develop recommendations on how to improve environmental conditions to help avoid hazards or impacts to client property
.Remain up to date regarding Singapore Laws & Procedures
.Conduct safety site walks as needed observe employees and work practices to ensure that protective devices and safe work procedures are used
.Coordinate and Attend site safety walks
.Respond promptly to unforeseen/unusual problems and emergency situations
.Ensure clear direction is given to new employees as they arrive on the project.
.Coach employees who are in violation of safety programs, policies, and procedures
.Manage and direct Emergency Response procedures
.Make recommendations for educating employees on how to keep themselves and their workplace safe using effective safety training programs
.Perform internal audits of existing programs to verify requirements as set forth by GATE management
.Manage subcontractors and make sure they are in compliance and following all rules and regulations
.Comply with and participate in HSSE Site programs
. Provide required reports based on KPI's
. PPE assessments and audits for continuous improvement and compliance
. Responsible for adhering to GATE policies and procedures in a positive manner Submit reports as per company schedule and on-site client requirements
. Reports to the HSSE Site Lead
. Day-to-day staff performance, monitoring and feedback

Education and Experience

. Minimum 5 years experience in HSSE preferably in Oil & Gas
. Strong base knowledge of Singapore Shipyards policies & Procedures
. Proven ability to promote and manage client relationships
. Proven ability to deliver and instruct training courses, materials, HSE procedures and polices
. Exceptional organizational skills and interpersonal skills
. Excellent written and verbal communication skills
. Ability to present/participate in/meetings with commissioning team and with the client as directed
. Ability to travel offshore and internationally
