Reports to: Hierarchically to HSEQR Manager, Malaysia and administratively to Managing Director, Singapore
The HSEQR specialist at IMCD is responsible for leading and ensuring the company complies with all applicable health, safety, environmental, quality, and regulatory requirements. The HSEQR Specialist will support continuous improvement initiatives, maintain certifications, and promote a culture of safety and compliance across all business units.
Key Responsibilities
General
- To monitor HSEQR KPIs as per global requirement and ensure all KPIs are met.
- To manage the HSEQR Global Policies update and perform Gap Analysis to close the identified Gaps
- Manage and take full ownership of the local HSEQR functions
- To provide awareness training to IMCD SG team for HSEQR related procedures and processes.
- To perform HSEQR related tasks as requested by HSEQR Manager mainly for IMCD SG
Health & Safety
- Implement and monitor workplace safety programs in compliance with local regulations (e.g., WSH Act).
- Conduct risk assessments, safety audits, and incident investigations.
- To coordinate and complete Suppliers and Customer's Questionnaires on IMCD SG's Health & Safety compliance system
Environment
- Ensure compliance with environmental regulations and IMCD's sustainability goals.
- Monitor waste management, emissions, and resource usage.
- Coordinate environmental assessments, reporting and audits.
- Coordinate and submit Monthly ESG to finance for reporting to IMCD Group on a quarterly basis
Quality
- Coordinate in the ISO certification process and ensure all documentations for SOP are maintained and updated
- Maintain all other relevant certifications.
- Conduct at least an annual internal quality audit within IMCD SG.
- To investigate product quality; compliance or regulatory related non-conformance NCR and to share the report of investigation in Salesforce till closure of NCR.
- Define, propose and ensure Corrective Action and Preventive Actions from NCR are implemented accordingly.
- Sharing of NCR Trending and provide monthly update during Management meeting
- Support customer and supplier quality requirements.
- To review and to release of HSE blocks (SH Holds, SD Holds, HF holds and QH holds) upon complete documentation
- To perform verification check or audit to 3rd party warehouses for at least 2 times in a month.
- To perform Supplier Audit when necessary or coordinate the Vendor Audit by customer.
- To perform Local Supplier Assessment via Salesforce and request for new supplier approval.
Regulatory Affairs
- Ensure compliance with chemical regulations (e.g., REACH, GHS, SCDF, NEA)
- Responsible for obtaining and managing the licenses, certifications and permits required for the business and be the license applicant holder where necessary
- Maintain SDS and product regulatory documentation.
- Liaise with authorities and industry bodies on regulatory matters to ensure local legislation and governance compliance
- To ensure HS code and Product classification in Sales Force and JDE are accurate and up to date.
- To complete the Code of Conduct acknowledgement form as per request from customer or supplier.
- To verify the re-labelling activities in IMCD SG and ensure compliance to Global HSEQR policy and local authority
- To coordinate the Contract Agreement review between Commercial and Legal and other related stakeholders. Upon completion of review, coordinate the final signature from Managing Director of IMCD SG or authorised personnel.
Communication
- Be the point of contact and drive communication with both suppliers and customers to resolve any HSEQR topics and issues
- Participate in Product Quality related discussion and provide HSEQR solutions when appropriate.
Continuous Improvements
- Drive HSEQR initiatives and improvement projects.
- Promote a culture of safety, quality, and compliance.
- Collaborate with regional and global HSEQR, and Singapore teams.
Any other tasks as and when assigned by management/manager.
Requirements
- Bachelor's degree in Environmental Science, Chemistry, Engineering, or related field.
- Minimum 3 years of experience in HSE, Quality, or Regulatory roles, preferably in the chemical or distribution industry.
- Familiarity with Singapore's regulatory landscape (e.g., MOM, NEA, SCDF).
- ISO 9001, ISO 14001, or OHSAS 18001/ISO 45001 knowledge is a plus.
- Strong analytical and problem-solving skills.
- Excellent communication skills – ability to communicate and coordinate effectively with both internal and external stakeholders and present confidently in front of audiences
- Detail-oriented with strong organisational skills.
- Ability to work both independently and cross-functionally with peers
- Positive, can do hands on attitude and willing to learn
- Proficient in MS Office and HSEQR management systems.
