Job Summary
We are seeking an experienced HSE Supervisor to support a major Plant Turnaround / Shutdown project. The successful candidate will be responsible for ensuring that all turnaround activities are carried out safely and in compliance with project, client, and statutory HSE requirements.
The HSE Supervisor will work closely with site management, contractors, and client representatives to promote a strong safety culture and ensure effective implementation of HSE procedures throughout the turnaround period.
Key Responsibilities
- Monitor and enforce compliance with site HSE rules, procedures, and permit-to-work requirements.
- Conduct daily site inspections and safety observations to identify unsafe acts and conditions.
- Participate in toolbox meetings, pre-job risk assessments, and safety briefings.
- Verify that all personnel are equipped with the required PPE and are following safe work practices.
- Support the implementation of Lockout/Tagout (LOTO), confined space entry, lifting operations, working at height, hot work, and other high-risk activities.
- Investigate incidents, near misses, and unsafe conditions, and recommend corrective actions.
- Prepare HSE reports, statistics, inspection records, and other project documentation.
- Monitor contractor HSE performance and ensure compliance with project requirements.
- Participate in emergency response drills and support emergency preparedness activities.
- Liaise with client HSE representatives and site management on all safety-related matters.
- Promote continuous improvement and positive safety culture throughout the turnaround project.
Requirements
- Diploma, Higher NITEC, Degree, or equivalent qualification in Occupational Safety & Health, Engineering, or related discipline.
- Minimum 5 years of HSE experience in industrial plants, oil & gas, petrochemical, refinery, power, chemical, or process facilities.
- Must have completed at least 2 to 3 similar Plant Turnaround / Shutdown projects in an HSE supervisory capacity.
- Good understanding of Permit-to-Work systems, Job Safety Analysis (JSA), Risk Assessment, and HSE management systems.
- Experience supervising high-risk turnaround activities including: Confined Space Entry Hot Work Working at Height Lifting Operations Isolation / LOTO Activities Scaffolding Activities
- Familiarity with local HSE regulations and industry best practices.
- Strong communication and interpersonal skills with the ability to engage personnel at all levels.
- Ability to work in a fast-paced turnaround environment with extended working hours when required.
Preferred Qualifications
- WSQ Advanced Certificate in Workplace Safety & Health (or equivalent).
- WSH Coordinator / WSH Supervisor certification.
- First Aid and CPR certification.
- Incident Investigation Training.
- Confined Space Assessor / Entrant / Supervisor certification (advantageous).
- Experience working on major refinery, petrochemical, LNG, power generation, or process plant turnarounds.
