Job Description

Overview

Our client is a well-established company operating within the industrial utilities and environmental solutions sector. They are seeking an experienced HSE Manager to lead Health, Safety and Environmental initiatives, ensuring compliance with regulatory requirements while driving a strong safety culture across plant operations.

Key Responsibilities

  • Lead and maintain the company's Health, Safety and Environmental (HSE) management systems.

  • Ensure compliance with Workplace Safety and Health (WSH) regulations, environmental regulations, and company policies.

  • Conduct risk assessments, safety inspections, audits, and incident investigations.

  • Develop and implement corrective and preventive actions arising from audits, inspections, and incidents.

  • Manage contractor safety performance and permit-to-work (PTW) processes.

  • Plan and conduct HSE training, toolbox meetings, and safety awareness programmes.

  • Liaise with relevant authorities and stakeholders on HSE matters.

  • Monitor environmental compliance requirements, including waste management and pollution control measures.

  • Support and maintain ISO 45001 and ISO 14001 management systems.

  • Drive continuous improvement initiatives to enhance workplace safety and environmental performance.

Requirements

  • Diploma or Degree in Engineering, Environmental, Safety or related discipline.

  • Minimum 8 years of relevant HSE experience within industrial, utilities, water treatment, wastewater treatment, chemical, petrochemical, energy, or process plant environments.

  • Strong knowledge of Singapore Workplace Safety and Health (WSH) regulations.

  • Experience in risk assessments, incident investigations, root cause analysis, and contractor management.

  • Familiarity with Permit-to-Work (PTW) systems and high-risk activities.

  • Experience supporting ISO 45001 and ISO 14001 management systems.

  • Strong communication and stakeholder management skills.

Preferred Qualifications

  • WSH Officer or WSH Auditor certification.

  • Experience working on Jurong Island or within process plant environments.

  • Exposure to environmental compliance and sustainability initiatives.
