Description
. Ensure full compliance with rotary business conduct and ethics policies are adhere to for office and on project sites. Support project team in planning and executing work of HSE related matters on project site. To comply all relevant scope of work assigned.
Responsibilities
. Oversees the HSE program for one or more small projects within a work/project site.
. Monitor work activities in order to advice management of HSE deficiencies and of HSE implementation program or performance.
. Coordinates and assures compliance with the Risk Management Program.
. Implements, coordinates and deliver safety related training programs.
. Maintain and control all safety documentation.
. Deliver other duties/work scope as assigned by HSE Officer/Manager
. Supervises the project HSE function on a construction project or operating facility.
. Directs the issuance of Notices of Non-Compliance to contractor/subcontractors found in violation of the HSE rules & regulations. Follows-up to ensure compliance
. Develops and supervises the implementation of Project Safety Action Plan in accordance with the Rotary HSE Manual, applicable local legal regulations and client requirements.
. Assist in all areas of safety planning and incident prevention.
. Inspect & rectify any unsafe practices and conditions at the worksite.
. Manage and administer HSE programs for the project.
. Plan and coordinate the safety training and certification of crew on site.
. Facilitate incident investigation together with project team.
. Ensure that all lifting gears, appliances, electrical equipment are inspected monthly and that the register, colour coding and records are up to date
. Supervises the daily monitoring of work practices of Rotary and/or other contractors/subcontractors at the project.
. Assure that project-working conditions meet Rotary and/or client HSE requirements.
. Ensure that all site activities adhere to legal regulations, including Environmental regulations.
. Knowledgeable on the use of air sampling, atmospheric equipment and instrumentation.
. Any other safety associated functions and processes as instructed/assigned by HSE Officer/Manager
. To evaluate the safety of entry in confine space.
. Provide advise in scaffolding safety related knowledge and techniques to the project team.
. Liaise with the project team on any scaffolding inspection.
. Provide and co-ordinate safety training on site eg, CPR training etc.
. In charge of all medical issue on site eg first aid box and other safety related activities.
. Liaise with the lifting supervisor on site to ensure that all lifting activities adhere to local legal requirement & client standard and requirement.
. Provide consultant in fire-fighting related knowledge and techniques to the project team.
. Implement Emergency Response to ensure safe working environment in confine space.
. To develop safe work procedures in monitoring work environment in confine space.
. Working with project personnel, resolve safety problems, which require safety expertise.
. Maintain daily contact with Client and / or Owner safety personnel to keep up with their concerns and new programs to be implemented
. Establish and maintain good working relations with the client.
. To Lead ERT or be ERT Team Member as per competency

. To be proactive in creating a safe working environment for everyone and ensuring that HSE in-house rules are observed at all times.
. To consider HSE aspects when planning and carrying out tasks to eliminate and reduce HSE hazards, aspects and risks.
Requirements
. Preferably minimum of Secondary education.
. NTC3 in mechanical fitting is an added advantage.
. Preferably Minimum 5 years experience in the Oil & Gas or related industries, in foreman or supervisory level.
. Ability to read and understand instruction manuals, equipment assembly drawings, parts drawings.

. Good interpersonal, management and decision making skills
. Must be able to work independently and to exercise initiative and judgment
. Must be able to make sound technical decisions, and apply regulations and procedures to a wide variety of work situations.
. Good verbal communication skills, able to write technical reports
. Assertive, self-starter, able to work under limited supervision to meet program goals
