Responsibilities:
Develop, implement, and maintain HR policies and procedures aligned with company objectives
Manage the full HR spectrum, including recruitment, employee relations, performance management, training & development, and compensation & benefits
Handle employee relations matters such as engagement activities, workplace conflicts, and disciplinary issues
Design and update HR frameworks to ensure compliance with Employment Act, CPF, IRAS, and other statutory requirements
Oversee HR operations including talent management, succession planning, performance management, and benefits administration
Prepare HR budget in alignment with company annual budgeting and ensure controlled HR expenditure
Manage payroll processing and statutory submissions including CPF, GIRO, IRAS (IR8E) and related filings
Ensure full compliance with regulatory requirements including Employment Act, CPF Act, IRAS regulations, and BCA (Building and Construction Authority) requirements where applicable
Drive HR initiatives to improve workforce productivity and operational efficiency
Manage training and development activities, ensuring learning needs are identified and executed effectively
Supervise office administration functions including insurance, SOP development, documentation, and internal controls
Support HR-related projects and organizational initiatives
Handle internal and external HR audits
Assist in Workplace Safety & Health (WSH) compliance and activities
Oversee office administration including supplies, equipment, facilities maintenance, and repairs
Manage insurance claims and related documentation
Prepare and submit government-related claims, MOM surveys, and statutory reporting requirements
Requirements:
Diploma or Degree in Human Resource Management, Business Administration, or related field
Minimum 5-8 years of HR experience, preferably in a hands-on HR generalist or HR operations role
Strong knowledge of Singapore Employment Act, CPF, IRAS, and HR compliance requirements
Experience in payroll processing and HR administration (end-to-end exposure preferred)
Familiar with performance management, recruitment, employee relations, and training & development
Experience in construction / engineering / BCA-regulated environment will be an advantage
