Job Description

Responsibilities:

  • Develop, implement, and maintain HR policies and procedures aligned with company objectives

  • Manage the full HR spectrum, including recruitment, employee relations, performance management, training & development, and compensation & benefits

  • Handle employee relations matters such as engagement activities, workplace conflicts, and disciplinary issues

  • Design and update HR frameworks to ensure compliance with Employment Act, CPF, IRAS, and other statutory requirements

  • Oversee HR operations including talent management, succession planning, performance management, and benefits administration

  • Prepare HR budget in alignment with company annual budgeting and ensure controlled HR expenditure

  • Manage payroll processing and statutory submissions including CPF, GIRO, IRAS (IR8E) and related filings

  • Ensure full compliance with regulatory requirements including Employment Act, CPF Act, IRAS regulations, and BCA (Building and Construction Authority) requirements where applicable

  • Drive HR initiatives to improve workforce productivity and operational efficiency

  • Manage training and development activities, ensuring learning needs are identified and executed effectively

  • Supervise office administration functions including insurance, SOP development, documentation, and internal controls

  • Support HR-related projects and organizational initiatives

  • Handle internal and external HR audits

  • Assist in Workplace Safety & Health (WSH) compliance and activities

  • Oversee office administration including supplies, equipment, facilities maintenance, and repairs

  • Manage insurance claims and related documentation

  • Prepare and submit government-related claims, MOM surveys, and statutory reporting requirements

Requirements:

  • Diploma or Degree in Human Resource Management, Business Administration, or related field

  • Minimum 5-8 years of HR experience, preferably in a hands-on HR generalist or HR operations role

  • Strong knowledge of Singapore Employment Act, CPF, IRAS, and HR compliance requirements

  • Experience in payroll processing and HR administration (end-to-end exposure preferred)

  • Familiar with performance management, recruitment, employee relations, and training & development

  • Experience in construction / engineering / BCA-regulated environment will be an advantage
