Job Description

Job Title: HR Specialist/Manager(Contractor)

Role Overview

We are looking for a proactive and detail-oriented HR Specialist to manage day-to-day HR operations, including onboarding/offboarding, internal transfers, and attendance management. In addition, you will take ownership of recruiting for critical R&D roles, particularly Scientists and Biologists. This role requires solid local HR experience and the ability to understand the unique needs of scientific talent.

Key Responsibilities

Recruitment

  • Manage end-to-end recruitment for Scientist, Biologist, and other R&D positions: needs assessment, channel selection (LinkedIn, scientific communities, agency collaboration), CV screening, interview coordination, reference checks, offer negotiation, and pre-onboarding follow-up.
  • Partner closely with hiring managers to understand technical requirements, project directions, and team culture fit.
  • Maintain and expand effective sourcing channels; build a talent pool of potential scientific candidates.
  • Track recruitment metrics and continuously optimize the hiring process to ensure timely closure of critical roles.

Employee Lifecycle Management (Onboarding/Offboarding/Transfer)

  • Handle new hire onboarding: prepare employment contracts, coordinate orientation, collect and file personal documents and work pass copies in compliance with Singapore's Employment Act and CPF regulations.
  • Manage offboarding: conduct exit interviews (if needed), process final salary payments, recover company assets, deactivate system access, and submit CPF cessation notifications.
  • Process internal transfers, salary adjustments, promotions, and update HRIS/employee records accordingly.

Attendance & Leave Management

  • Regularly verify and process employee attendance records (annual leave, sick leave, unpaid leave, etc.).
  • Ensure leave applications comply with company policy and the Employment Act's statutory requirements.
  • Collaborate with finance or outsourced payroll to provide accurate attendance data for monthly payroll processing.

HR Administration & Record Keeping

  • Maintain accurate and compliant employee personnel files (both digital and physical).
  • Prepare HR letters (employment certification, salary verification, etc.).
  • Assist in developing or improving internal HR processes and policies.
  • Ensure all HR operations adhere to MOM, CPF, and work pass regulations.

Requirements

  • Diploma or Bachelor's degree in HR, Business Administration, Psychology, or a related field.
  • Essential: Minimum 2 years of full-scope HR experience in Singapore, with knowledge of the Employment Act, CPF, and work passes (WP/SP/EP).
  • Essential: At least 1 year of recruitment experience, with proven success in hiring R&D/scientific roles (e.g., Scientist, Researcher, Biologist).
  • Basic understanding of the scientific/research field, able to interpret technical terminology and communicate effectively with scientific candidates.
  • Proficient in Microsoft Office (Excel, Word, PowerPoint).
  • Fluent in both English and Mandarin (spoken & written) to communicate with local and international employees/candidates.
  • Strong organisational, multi-tasking, and pressure management skills.
  • Meticulous, with a high sense of confidentiality and professional ethics.
