We are looking for a detail-oriented HR Senior Associate to manage and oversee the full spectrum of payroll operations. In this role, you will be responsible for ensuring accurate and timely salary processing, maintaining compliance with Singapore statutory requirements (CPF, IRAS, MOM), and driving continuous improvements to payroll systems and processes. You will play a key role in workforce cost planning, government reporting, and supporting company-wide HR initiatives.
Payroll Processing & Administration:
Manage the end-to-end payroll cycle, including data validation, salary computation, and timely disbursement for all employees.
Maintain and update payroll records with a high degree of accuracy, ensuring data integrity across all systems.
Prepare payroll reports, reconciliations, and monthly summaries for internal stakeholders.
Address payroll-related queries from employees and stakeholders promptly and professionally.
Statutory Compliance & Government Reporting:
Ensure full compliance with Singapore employment legislation, including monthly CPF submissions, annual income tax filings (IR8A/IR21), and tax clearance processes.
Manage government-related claims and submissions (e.g. government-paid leave, RNF NS make-up pay).
Prepare and submit MOM surveys, statistical reporting, and other mandatory government submissions.
Handle union-related payroll matters in accordance with collective agreements and regulatory requirements.
Compensation Planning & Budgeting:
Process Improvement & Projects:
Identify opportunities to streamline payroll workflows and enhance operational efficiency.
Contribute to the development and implementation of payroll policies, systems, and procedures that align with the company's strategic objectives.
Participate in payroll-related projects and system enhancements as required.
Generate ad-hoc HR and data analysis reports to support business decision-making.
Minimum Diploma in Human Resources or a related discipline.
Minimum 4 years of hands-on payroll experience prior exposure to industries such as cleaning, facilities management, or construction-with complex payroll structures (e.g. shift allowances, overtime, multiple pay groups)-is highly preferred.
Strong working knowledge of the Singapore Employment Act and statutory requirements (CPF, IRAS, MOM).
Strong proficiency in advanced Microsoft Excel and general IT literacy.
Experience with payroll software such as EPE - SAGE Payroll and/or Million Payroll is an advantage.
Exceptional attention to detail with a commitment to accuracy.
Ability to manage competing priorities and meet tight deadlines in a fast-paced environment.
Self-motivated, proactive, and able to work both independently and as part of a collaborative team.
Strong communication skills with the ability to engage effectively across all levels of the organisation.
