Job Description

Role Overview

We are seeking a highly experienced and strategic HR ProgramHead to lead and manage the full spectrum of Human Resource operations for alicensed security manpower company in Singapore.

The candidate will oversee workforce planning, recruitmentstrategy, manpower deployment coordination, HR compliance, employee relations,training administration, and operational HR transformation initiatives forlarge-scale security operations.

This role requires strong leadership capabilities, deepunderstanding of Singapore security industry regulations, and extensiveexperience managing high-volume manpower environments.

Key Responsibilities

1. Strategic HR Leadership

  • Lead the overall HR strategy and manpower planning for the organization.
  • Develop and implement HR policies, SOPs, and workforce governance frameworks.
  • Support management in business expansion planning and manpower scalability.
  • Drive HR operational excellence and process improvements.

2. Security Manpower Operations Management

  • Oversee recruitment, deployment, and retention of security officers and operational staff.
  • Manage workforce allocation across multiple sites and client contracts.
  • Ensure adequate staffing levels for 24/7 security operations.
  • Coordinate relief officer planning and emergency manpower activation.
  • Monitor attendance, rostering, overtime, and shift compliance.

3. Recruitment & Talent Acquisition

  • Lead large-scale recruitment campaigns for security officers, supervisors, and operations personnel.
  • Build partnerships with recruitment agencies, training providers, and government agencies.
  • Conduct interviews and oversee hiring approvals.
  • Develop employer branding and manpower retention strategies.

4. HR Compliance & MOM Regulations

  • Ensure full compliance with Singapore MOM regulations, PWM requirements, and licensing standards.
  • Manage work pass applications, renewals, cancellations, and compliance monitoring.
  • Oversee employment contracts, disciplinary matters, and HR legal documentation.
  • Ensure compliance with PDPA and internal HR governance policies.

5. Payroll & Benefits Oversight

  • Supervise payroll processing, CPF submissions, overtime calculations, and claims administration.
  • Ensure payroll accuracy for large manpower operations.
  • Manage employee benefits, insurance, and welfare programs.

6. Training & Development

  • Oversee training compliance for security officers including mandatory certifications and license renewals.
  • Coordinate SACE, WSQ, PWM, and operational competency programs.
  • Develop leadership and career progression programs for operational staff.

7. Employee Relations & Performance Management

  • Handle employee grievances, disciplinary investigations, and conflict resolution.
  • Lead employee engagement and retention initiatives.
  • Conduct performance appraisals and workforce productivity reviews.

8. HR Systems & Reporting

  • Manage HRMS systems, attendance systems, and manpower analytics dashboards.
  • Generate HR reports including:
  • Headcount analysis
  • Attrition reports
  • Recruitment status
  • Overtime utilization
  • Training compliance
  • Payroll summaries
  • Support audits and management reporting.

Requirements

Qualification Requirements

  • Minimum Diploma or Degree in Human Resource Management, Business Administration, or related field.
  • HR-related professional certifications will be an added advantage.

Experience Requirements

  • Minimum 15 years of HR experience, preferably within:
  • Security industry
  • Manpower-intensive operations
  • Facility management
  • Operations-driven environments
  • At least 5 years in a managerial or leadership role.

Technical Knowledge

  • Strong understanding of:
  • Singapore Employment Act
  • MOM regulations
  • PWM requirements
  • Security industry manpower operations
  • CPF and payroll administration
  • HRMS systems and workforce analytics
