The HR & Office Manager is responsible for overseeing both human resources functions and office administrative operations, including IT vendor coordination. This dual-role position ensures the efficient and compliant management of HR policies and practices, while also maintaining a well-supported and organized office environment.
Job Responsibilities:-
1Administrative / Office Management
- Oversee office rental agreements and maintenance, act as liaison with landlords and service vendors.
- Manage procurement of office supplies such as stationery and pantry items.
- Coordinate business travel arrangements, including flight and hotel bookings.
- Maintain office asset inventories and support office expense tracking.
2IT Coordination
- Liaise with IT vendors for procurement of hardware (laptops, desktops, printers, monitors).
- Coordinate IT vendor services for software systems including cloud platforms, email systems, and networks.
- Support cybersecurity measures by enforcing internal protocols and collaborating with IT partners.
3Human Resources Management
- Manage recruitment lifecycle: job postings, liaising with third-party recruiters, and direct outreach to Institutes of Higher Learning (IHL).
- Administer work passes, visas, and employment permit applications and renewals.
- Execute monthly payroll and staff claims processing in line with statutory compliance.
- Administer compensation and benefits programs including insurance (medical, travel), leave, and wellness benefits.
- Ensure compliance with Ministry of Manpower (MOM) regulations and labour laws.
- Maintain accurate digital and physical records of employee information.
- Conduct onboarding for new hires and coordinate ongoing training and development.
- Provide guidance to staff on HR policies, procedures, and employee relations matters.
- Monitor and improve workplace culture and employee engagement.
- Ensure adherence to workplace safety and health standards.
Requirements:-
- Bachelor's degree in human resources, Business Administration, or a related field.
- Familiarity with Singapore employment laws and MOM regulations.
- Minimum 5 years of experience in HR or office administration.
- Additional training/certification in Payroll Management - may be advantageous.
- Labor Relations certification - may be advantageous.
- Experience as a Skills Development Facilitator - may be advantageous.
- Proficient in HRMS tools and MS Office applications.
- Excellent verbal and written communication skills.
- Protecting the interests of all employees.
- Full understanding of HR functions and best practices.
- Strong interpersonal and communication skills in both English and Chinese
