As our business continues to grow, we are seeking an experienced HR Manager to lead our people operations and workforce planning initiatives.
This role is particularly suited to an HR professional with strong expertise in managing foreign worker employment, regulatory compliance, and high-volume recruitment within the food and beverage industry. The successful candidate will play a critical role in ensuring our workforce remains compliant, well-supported, and positioned for operational success.
As HR Manager, you will oversee the full spectrum of human resources functions while serving as the primary point of contact for all foreign worker employment matters. You will work closely with management and operational teams to support staffing needs, maintain compliance with employment regulations, and foster a positive workplace culture.
This is a hands-on role requiring both strategic HR leadership and day-to-day operational execution.
Manage the end-to-end employment process for foreign workers, including recruitment, onboarding, renewal, transfer, and repatriation processes
Prepare, submit, and monitor work permit, visa, employment pass, and related immigration applications
Ensure ongoing compliance with Ministry of Manpower (MOM) requirements and all applicable labor regulations
Monitor permit validity, quota utilization, levy obligations, and renewal timelines
Liaise with government agencies, employment agencies, and external service providers on foreign worker matters
Maintain accurate employee records and ensure all employment documentation is compliant and up to date
Advise management on changes to employment legislation and foreign manpower regulations
Lead recruitment efforts across restaurant operations, including kitchen, service, management, and support roles
Develop effective hiring strategies to address workforce needs and staffing shortages
Coordinate interviews, candidate screening, offer management, and onboarding processes
Build and maintain relationships with recruitment agencies and external talent sources
Oversee employee onboarding, orientation, and offboarding processes
Manage employee records, contracts, leave administration, and HR documentation
Support payroll preparation and ensure employee data accuracy
Handle employee relations matters, workplace concerns, and disciplinary processes professionally and confidentially
Develop and implement HR policies and procedures aligned with company objectives and regulatory requirements
Support performance management, employee engagement, and retention initiatives
Partner with restaurant leadership to forecast staffing requirements and workforce needs
Monitor labor costs and staffing efficiency
Provide HR insights and recommendations to support operational growth and workforce stability
Assist with training and development initiatives to improve employee performance and retention
The ideal candidate will have:
Proven experience as an HR Manager, HR Business Partner, or Senior HR Executive
Extensive hands-on experience managing foreign worker employment and immigration processes
Strong knowledge of work permit applications, employment pass administration, visa requirements, and labor compliance regulations
Experience working with Ministry of Manpower (MOM) requirements or equivalent employment regulatory authorities
Strong understanding of employment law, HR best practices, and workforce compliance requirements
Experience within the food and beverage, hospitality, retail, or service industry is highly preferred
Excellent organizational skills with the ability to manage multiple priorities and deadlines
Strong interpersonal and communication skills with the ability to work effectively across all levels of the organization
High attention to detail, discretion, and professionalism when handling sensitive employee information
Experience supporting a workforce with a significant proportion of foreign employees
Familiarity with Chinese restaurant operations or the broader Asian food and beverage industry
Experience managing high-volume recruitment in labor-intensive environments
HR certification or relevant tertiary qualifications in Human Resources, Business Administration, or a related field
Ability to communicate in both English and Chinese is an advantage
