Job Description

The HR Manager is responsible for leading the full spectrum of Human Resource functions, ensuring alignment with the Company's goals and compliance with local employment regulations. This role oversees talent acquisition, employee relations, performance management, compensation and benefits, training and development, and HR operations, while acting as a key HR person to management and employees.

Strategic HR Management

  • Implement HR policies and initiatives aligned with overall business objectives.

  • Work closely with management to provide HR advisory support on employee disciplinary matters, manpower planning and performance management.

  • Drive HR projects and initiatives from HQ to local level.

Talent Acquisition & Onboarding

  • Assist team members with recruitment activities to attract, hire, and retain top talent within manpower quotas.

  • Ensure smooth onboarding locally, induction, and assimilation processes for new employees.

  • Collaborate with agencies or sub-contractors to manage quotas, work pass matters, and manpower supply.

Employee Relations & Engagement

  • Handle employee relations matters, grievances, and disciplinary issues in compliance with local labor laws.

  • Develop employee engagement programmes, welfare initiatives, and communication platforms to enhance morale and retention.

Performance Management & Development

  • Assist training team with identifying training needs, design training plans, and oversee employee development initiatives.

  • Guide department managers in addressing underperformance issues, including Performance Improvement Plans (PIP).

Compensation & Benefits

  • Administer and review compensation, allowances, bonuses, and incentives to ensure competitiveness and internal equity.

  • Oversee payroll accuracy in collaboration with Finance and Payroll team.

  • Ensure statutory compliance with CPF, IR21, IR8A, leave entitlements, and other MOM requirements.

  • Work closely with insurance agents to perform employee movements and yearly renewals.

HR Operations & Compliance

  • Drafting of HR letters

  • Oversee all work pass matters, including monitoring the company's foreign work pass quotas.

  • Coordinate periodic company-wide uniform inspections.

  • Ensure HR policies and SOPs are updated, aligned with the company's directives, and compliant with Singapore's Employment Act.

  • Manage and maintain employee records within HR systems (Whyze, OA, Feishu, PS, GAIA etc.).

  • Provide support for internal and external audits.

  • Safeguard data privacy and security in HR processes.

Other HR Administrative Matters

  • Maintain and update the Organization Chart regularly.

  • Handle all WICA-related matters.

  • Serve as the primary point of contact with vendors, such as agencies, government bodies (e.g. MOM, IRAS) and HRIS vendors.

  • Any other ad-hoc matters as assigned.

Job Requirement

  • At least 5-7 years of progressive HR experience, with 2-3 years in a managerial capacity.

  • Strong knowledge of Singapore Employment Act, MOM regulations, and HR best practices.

  • Proven track record in recruitment, employee relations, and performance management.

  • Strong leadership, communication, and interpersonal skills.

  • Ability to work independently, handle confidential matters, and manage multiple priorities at one time.

  • Enjoys working in a fast-paced environment and adapt easily to changes in the industry or business directions.

  • Proficiency in HR systems (Whyze, PS, Feishu or similar) is an advantage.

  • Bilingual in English and Chinese preferred (to liaise with HQ and Chinese-speaking employees).
