Overview
We are seeking a part-time HR Manager based in Singapore to oversee and enhance the human resource functions of a growing group of companies. This role is ideal for an experienced HR professional who thrives in a remote setting and can independently manage recruitment, HR policies, and compliance matters while aligning with management's business objectives.
Key Responsibilities
1. Recruitment & Onboarding
- Oversee end-to-end hiring for Singapore (posting, screening, coordinating interviews, issuing offers).
- Design job descriptions, contracts, and onboarding documents aligned with company structure and MOM regulations.
- Maintain candidate databases and assist in shortlisting and scheduling interviews with management.
2. HR Operations & Administration
- Maintain employee records and ensure proper documentation (contracts, addendums, attendance, leave, claims, performance forms).
- Track and prepare monthly HR reports for management - manpower summary, probation status, renewals, and cost tracking.
- Support payroll coordination (liaising with finance on salary, CPF, and leave records).
3. Compliance & Policy Management
- Review and implement HR policies compliant with Singapore's Employment Act and other relevant labour standards.
- Ensure statutory compliance for CPF, IRAS (Form IR8A, Appendix 8A/8B), and other HR filings.
- Liaise with external vendors (accounting/payroll/insurance) as needed.
4. Performance & Culture
- Develop fair performance appraisal systems and assist in employee engagement initiatives.
- Advise management on manpower planning, role clarity, and restructuring recommendations.
- Handle basic conflict resolution and disciplinary matters.
5. Systems & Digital HR
- Use cloud-based HR management systems (Google Workspace, Xero, or other HR platforms) to maintain accurate HR data.
- Recommend automation or digital tools to streamline HR documentation and approval workflows.
Requirements
- Diploma or Degree in Human Resource Management or related discipline.
- Minimum 5 years HR experience, preferably in SMEs or multi-entity setups.
- Good understanding of Singapore Employment Act, CPF, and IRAS requirements.
- Strong written and spoken English Mandarin proficiency is an advantage.
- Comfortable with digital tools and remote collaboration.
- Able to commit 15-25 hours per week, with flexibility during office hours for coordination.
