About the Company

Hello Group Inc. (NASDAQ: MOMO) is a social and dating technology company. Our Singapore Regional Headquarters supports a team of approximately 50 people and coordinates hiring across several APAC markets. We are looking for an experienced HR Manager to own the full HR function for the region — a high-ownership role for someone who can set HR strategy and run it hands-on, with minimal day-to-day oversight.

About the Role

This is a solo HR function reporting directly to the Regional Director, with real visibility to regional leadership rather than a seat several layers down in a large HR organisation. We are looking for someone to set the strategy and operate it, not simply execute against one written by someone else. The role is weighted approximately 80% HR and 20% office administration, and covers Singapore end-to-end plus Employer-of-Record (EOR) hiring across several APAC markets.

We are a Nasdaq-listed company, but our Singapore office runs like a start-up. We operate deliberately lean, scopes are not rigidly bounded, and everyone carries a share of the administrative load. The person who succeeds here will move comfortably in both directions on the same day — designing job tiers and compensation frameworks in the morning, then reconciling a payroll run or filing a work pass renewal in the afternoon — and will treat neither as beneath them.

We also expect this person to work with modern AI tools to automate and compress the routine parts of the job. A great deal of HR and administrative work is now automatable, and we would rather hire someone who reclaims that time for higher-value work than someone who absorbs it manually.

Hybrid working: 3 days in office, 2 days from home

Responsibilities

Compensation & Benchmarking

  • Design and maintain job architecture and salary bands across all levels, benchmarked against real market data
  • Lead salary increment cycles and share option pool allocation, including tiered distribution by performance rating
  • Structure promotion and incentive packages, including cost-sharing arrangements and equity or cash components
  • Manage compensation, terms and cost allocation for staff seconded from Beijing, including contract renewals and localisation decisions

HR Business Partnering & Budgeting

  • Act as HR Business Partner to business unit leads on headcount planning, org structure and workforce decisions
  • Own HR budgeting and forecasting, including headcount cost planning tracked against P&L
  • Partner with Finance to monitor payroll and manpower costs against budget, flagging variances and cost-saving opportunities
  • Maintain a weekly HR reporting cadence and synthesise quarterly OKR reviews for leadership

Recruitment & Employee Lifecycle

  • Draft and benchmark job descriptions across functions and seniority levels
  • Manage full-cycle recruitment: job postings, interview coordination, offer letters, onboarding and exit clearance
  • Coordinate headcount approval requests and hiring plans across departments
  • Manage end-to-end EOR hiring across Korea, Australia, Malaysia, Thailand and the Philippines, including offer structuring and compliance with local labour laws

Payroll & Statutory Compliance

  • Prepare and reconcile monthly Singapore payroll, including Beijing secondees and staff engaged through EOR arrangements
  • Manage SDL filings, Notice of Objection corrections and related statutory submissions with SSG
  • Track CPF contributions, overtime calculations and Employment Act compliance, including weekly hour thresholds
  • Manage work pass administration — applications, renewals and cancellations — and track foreign worker quotas
  • Maintain accurate employee records across Singapore and the EOR markets

Performance, Culture & Employee Relations

  • Own the performance management cycle — OKR setting, quarterly and mid-year reviews, calibration and talent review
  • Own engagement and retention: run confidential feedback and 360 cycles covering workplace stress, manager dynamics and burnout, identify flight risk, and drive action on what surfaces
  • Manage employee relations end-to-end, including warning letters, PIP documentation and disciplinary correspondence
  • Design and implement HR policies and guidelines with statutory compliance guardrails, and apply them consistently across the office
  • Build learning and development plans, including manager capability, career pathing and internal mobility
  • Support organisational design and succession planning, working with business unit leads

Office Administration & Operations

  • Oversee office facilities, equipment and IT asset inventory, including issuance and tracking of laptops and office IT equipment
  • Source vendors, obtain competitive quotes and manage service contracts and the office admin inventory
  • Ensure the office meets building, fire safety and workplace requirements, and support relocation, tenancy and corporate event logistics
  • Identify and implement automation, including AI-assisted workflows, to reduce the manual load of HR and administrative operations

Qualifications

  • Minimum 5 years of progressive HR experience, including at least 3 years as the sole or lead HR practitioner for a company or country, covering compensation design, payroll and employment compliance
  • Strong working knowledge of the Singapore Employment Act, CPF regulations and SDL and statutory filing requirements
  • Experience coordinating EOR hiring across APAC markets
  • Experience operating in a start-up or lean-team environment, and genuine comfort moving between strategic design work and hands-on execution
  • Demonstrated use of AI tools to automate or streamline HR and administrative workflows
  • Advanced Excel for compensation modelling and payroll reconciliation; proficient across Microsoft Office
  • High integrity, meticulous, and able to operate independently with minimal supervision across multiple concurrent workstreams
  • Excellent stakeholder management and communication skills, comfortable working directly with regional leadership and cross-border teams
  • Business-level Mandarin, required for working directly with Beijing HQ counterparts on payroll, compensation and secondment matters
  • Bachelor's degree in Human Resources, Business Administration or a related field
