We are seeking an experiencedHR Manager to oversee the day-to-day Human Resources operations for the Group and support HR coordination across regional offices.
Reporting to the HR Director, this role will play a key part in ensuring the effective delivery of HR operations while partnering with business leaders to support organisational growth and strong HR governance.
What You Will Do
Talent Acquisition
- Lead the full recruitment lifecycle including sourcing, screening, interviewing, and offer management.
- Partner hiring managers to define hiring requirements and recruitment strategies.
- Build talent pipelines for corporate and operational roles.
- Manage recruitment platforms and external recruitment agencies.
HR Operations
- Manage employee lifecycle processes including onboarding, confirmations, promotions, transfers, and offboarding.
- Oversee employment contracts, HR documentation, and employee records management.
- Maintain HR systems and ensure accurate employee data.
Payroll & Benefits
- Manage end-to-end monthly payroll processing, including payroll preparation, validation, and submission through HRIS/payroll systems.
- Ensure payroll compliance with statutory requirements such as CPF contributions, IR8A tax reporting, and other government submissions.
- Maintain accurate payroll records and ensure proper documentation in accordance with statutory and audit requirements.
- Administer employee benefits including medical insurance, WICA coverage, and other employee benefit programmes.
- Liaise with HR vendors and insurance partners where required.
Performance Management
- Manage the end-to-end performance management cycle including goal setting, mid-year and annual performance reviews.
- Partner with managers to drive effective performance conversations, employee development, and performance improvement plans (PIPs).
- Provide guidance to managers on performance evaluation, employee feedback, and talent development.
- Support succession planning and talent development initiatives.
Employee Relations
- Serve as a key HR contact for managers and employees on HR policies and employment matters.
- Support managers in handling employee relations issues including performance management and disciplinary cases.
HR Governance & Reporting
- Ensure HR policies comply with the Singapore Employment Act and company governance standards.
- Prepare HR reports including headcount tracking, recruitment metrics, and manpower cost analysis.
- Support HR process improvements and HRIS optimisation initiatives.
What We Are Looking For
- Degree in Human Resources, Business Administration, or related discipline.
- IHRP certification (IHRP-CA / IHRP-CP) will be an advantage.
- Minimum 6-10 years of HR experience with exposure to full-spectrum HR responsibilities.
- Strong experience in end-to-end recruitment and HR operations.
- Good knowledge of Singapore employment laws and HR compliance practices.
- Experience supporting regional or multi-entity organisations will be advantageous.
- Experience with HRIS platforms (e.g., Info-Tech HRMS or similar HR systems).
- Strong communication and stakeholder management skills.
- Proficiency in English required Mandarin capability advantageous due to Chinese stakeholder interactions.
