About our client: Our client is a Singapore-based Construction and Civil Engineering company.
About the role: As the HR Manager, you will lead the full spectrum of Human Resource functions, ensuring the company's workforce is managed with fairness, transparency, and compliance with Singapore regulations. You will act as a trusted partner to management and employees, promoting a culture of professionalism and accountability.
Develop and implement annual manpower plans, recruitment, and onboarding processes aligned with project needs.
Manage foreign worker quota, work passes, and MOM compliance.
Oversee payroll, compensation, benefits, and ensure statutory compliance (CPF, SDL, IRAS, MOM).
Drive performance management, appraisals, promotions, and succession planning.
Handle employee relations, grievances, disciplinary cases, and promote a positive workplace culture.
Maintain HR records, HRIS systems, and generate reports for management.
Develop and enforce HR policies, SOPs, and governance practices.
About you:
Degree in Human Resource Management, Business Administration, or related field.
Minimum 5 years of HR managerial experience, preferably in Construction, Engineering, or Manufacturing.
Strong knowledge of Singapore employment laws and MOM regulations.
Experience managing a foreign workforce preferred.
Proficiency in HRIS and payroll systems.
Demonstrated ability in strategic workforce planning, performance management, and HR governance.
High integrity and ethical courage.
Objective, impartial decision-making.
Strong conflict management and employee relations skills.
Professional discretion and ability to operate independently.
Clear and transparent communication style.
