HR / Human Resource Manager (Construction Ind)

About the Company :

Our client is a well-established and financially stable construction main contractor in Singapore with a strong project pipeline across building and infrastructure works.

With steady expansion and increasing project scale, the company is looking to appoint a capable HR Manager to take ownership of the full HR function and strengthen organizational capability.

The Opportunity :

This role goes beyond routine HR operations. You will lead the HR department, shape workforce strategy, and ensure robust compliance while supporting a growing organization with:

• 250 foreign workforce

• 50+ office and management staff

• Ongoing project expansion

You will be the central HR decision-maker driving both strategic planning and operational excellence.

Key Responsibilities :

• Lead and oversee the full spectrum of HR functions: manpower planning, recruitment, employee relations, performance management, and compliance

• Manage management-level payroll and ensure accuracy and timeliness

• Oversee foreign workforce matters including work pass applications, renewals, quota planning, and levy management

• Ensure strict compliance with MOM regulations and Singapore employment legislation

• Review and enhance HR policies, SOPs, and employee handbook

• Partner closely with Directors and Project Management team on workforce planning and organisational growth

• Lead and develop a small HR team (2-3 staff), providing structure, guidance, and capability building

What We Are Looking For :

• Minimum 8 years of HR experience within Singapore's construction industry (non-negotiable)

• Strong exposure to foreign workforce management (WP/SP/Quota)

• Proven leadership experience managing HR team members

• Confident in handling both strategic discussions and hands-on operational matters

• Strong understanding of MOM regulations and compliance requirements

• Independent, decisive, and comfortable working in a fast-paced project environment
