Reports to: HR Assistant Manager
Role Summary:
Manage end-to-end payroll processing and statutory submissions, ensuring accurate and timely payroll for all employees. Support day-to-day HR operations, respond to payroll-related queries, and maintain high standards of confidentiality and compliance with Singapore employment legislation and statutory requirements.
What You Will Do
1. Payroll Processing & Administration
. Execute accurate end-to-end payroll processing for two payroll cycles per month, including overtime, allowances, deductions, claims, and leave adjustments (where applicable).
. Process ad-hoc payroll payments, including final salary processing for resigned or terminated employees and other off-cycle payments.
. Review and validate payroll data changes, including new hires (P-files setup), employee information changes, and leavers final payslips and clearance matters.
. Coordinate with Operations to verify attendance, leave, and claims inputs are approved and complete before each payroll run.
. Prepare and issue payroll-related documents as required (e.g., payslips, employment verification, and payroll letters, where applicable).
2. Payroll Controls, Reconciliation & Reporting
. Perform re- and post-payroll checks to ensure payroll accuracy, completeness, and compliance with internal controls.
. Generate monthly payroll reports and variance analysis highlight discrepancies or unusual trends promptly.
. Maintain accurate payroll records, supporting documents, and audit trails to meet internal and statutory documentation requirements.
. Support management reporting on payroll cost, headcount changes, and payroll variances when required.
3. Statutory & Compliance
. Prepare and submit statutory payments and filings accurately and on time, including CPF contributions, IR8A/IR21 submissions, NS claims, and Government-Paid Leaves (e.g., Maternity, Shared Parental, and Childcare Leave).
. Ensure all payroll computations and payouts comply with relevant regulations and guidelines, including the Singapore Employment Act, MOM, CPF Board, and IRAS requirements.
. Stay updated on changes to payroll-related legislation and statutory requirements recommend practical updates to internal processes when needed.
4. Employee Service & HR Operations Support
. Attend to employees payroll and HR-related queries in a timely, accurate, and customer-oriented manner.
. Maintain accurate employee records and ensure strict confidentiality of all payroll and HR information.
. Support all departments in projects, initiatives, and continuous improvement activities, including process documentation and SOP updates.
5. Systems, Process Improvement & Ad-hoc Support
. Maintain accurate data in the HRMS (e.g., Infotech) coordinate with relevant parties to resolve system or data issues promptly.
. Administer and maintain the Leave module in the HRMS, ensuring leave applications, approvals, balances, and records are accurate and up to date.
. Administer and maintain the Claims module in the HRMS, ensuring claims submissions, approvals, supporting documents, and reimbursement records are accurate and properly captured for payroll processing and reporting.
. Identify recurring payroll or HR operational issues and recommend improvements to reduce errors and improve turnaround time.
. Perform other ad-hoc duties as assigned by the HR Assistant Manager to support business needs.
Decision Authority & Scope
. Owns the end-to-end payroll processing cycle and ensures payroll is completed accurately and on time.
. Reviews payroll changes and flags exceptions, high-risk items, or non-standard matters for escalation to the HR Assistant Manager.
. Acts as the primary point-of-contact for day-to-day payroll operations and employee payroll enquiries.
How Success Is Measured
. Payroll is processed accurately and on time for every payroll cycle, with minimal rework and escalation.
. Statutory submissions and payments (e.g., CPF, IR8A/IR21, Government-Paid Leaves claims) are consistently 100% on time and compliant.
. Payroll reconciliations and variance reports are completed monthly with discrepancies resolved promptly.
. Employee payroll enquiries are resolved promptly and professionally, with clear communication and service mindset.
. Payroll documentation is complete, well-organized, and audit-ready at all times.
Skills & Competencies Required
. Minimum Diploma in Human Resource Management, Business Administration, or equivalent.
. At least 2 years of HR and/or payroll-related experience, preferably within an F&B or high-volume workforce environment.
. Strong working knowledge of the Singapore Employment Act, CPF, and Income Tax legislation.
. Hands-on experience with HRMS/Payroll systems (Infotech preferred).
. Proficient in Microsoft Excel and Word meticulous with numbers and strong attention to detail.
. Well-organized, results-driven, and able to manage tight deadlines in a fast-paced environment.
. High integrity and discretion when handling confidential information.
. Strong communication and interpersonal skills with a positive, customer-oriented mindset.
