HR Executive (Payroll & HR Compliance)

Job Summary

We are seeking a detail-oriented and proactive HR Executiveto manage end-to-end payroll processing for multiple companies and support awide range of HR functions. The ideal candidate will possess strong knowledgeof Singapore employment laws, statutory requirements, payroll administration,and HR best practices. This role requires excellent organizational skills,accuracy, confidentiality, and the ability to manage multiple priorities in afast-paced environment.

Key Responsibilities

Payroll Administration

  • Manage and process monthly payroll accurately and on time for multiple companies/entities.
  • Calculate salaries, overtime, allowances, commissions, bonuses, deductions, and final payments.
  • Ensure compliance with statutory contributions and payroll regulations, including CPF, SDL, NS make-up pay, and income tax reporting.
  • Prepare payroll reports, payroll reconciliations, and management summaries.
  • Handle payroll queries and resolve discrepancies promptly.
  • Coordinate payroll audits and maintain payroll records in accordance with company policies and regulatory requirements.

HR Operations

  • Administer the full employee lifecycle, including onboarding, confirmation, transfers, promotions, and offboarding.
  • Prepare and maintain employment contracts, HR letters, and employee records.
  • Manage leave administration, attendance records, and employee benefits.
  • Support recruitment activities, including job postings, interview coordination, and onboarding arrangements.
  • Maintain accurate employee data within the HRIS and personnel files.

HR Compliance & Regulatory Matters

  • Ensure compliance with Singapore Employment Act and other relevant labour regulations.
  • Stay updated on changes to Singapore employment legislation, MOM guidelines, CPF requirements, and HR best practices.
  • Support work pass administration, including Employment Pass (EP), S Pass, and Work Permit applications, renewals, and cancellations.
  • Assist in developing, reviewing, and implementing HR policies and procedures.
  • Support internal and external audits related to HR and payroll matters.

Employee Relations

  • Respond to employee HR-related inquiries professionally and confidentially.
  • Support employee engagement initiatives and company events.
  • Assist management in handling employee relations matters and disciplinary cases where required.

Requirements

Qualifications

  • Diploma or Bachelor's Degree in Human Resource Management, Business Administration, or a related field.
  • Minimum 3-5 years of HR experience, with significant exposure to payroll processing for multiple entities/companies.

Knowledge & Experience

  • Strong understanding of Singapore Employment Act, MOM regulations, CPF, SDL, IRAS reporting, and payroll compliance requirements.
  • Hands-on experience processing payroll for multiple companies and managing a diverse workforce.
  • Experience handling work pass applications and employment-related documentation.
  • Familiarity with HRIS and payroll systems.

Skills & Competencies

  • Strong attention to detail and high level of accuracy.
  • Excellent organizational and time-management skills.
  • Ability to manage confidential information with discretion.
  • Strong interpersonal and communication skills.
  • Proficient in Microsoft Office applications, especially Excel.
  • Ability to work independently and manage multiple deadlines effectively.

Preferred Qualifications

  • Certified HR Professional (e.g., IHRP certification) is an advantage.
  • Experience in payroll outsourcing firms, accounting firms, or group companies managing multiple entities will be highly preferred.
