Job Description

Job Summary

You will lead and execute comprehensive HR functions including recruitment, policy administration, training coordination, manpower planning, and employee engagement to support business objectives and ensure compliance with employment laws.

Responsibilities

  • Administer HR policies and procedures for all personnel to ensure consistent application and compliance
  • Develop and implement personnel policies and procedures aligned with company goals
  • Conduct recruitment for exempt and non-exempt personnel by writing and placing advertisements
  • Coordinate and negotiate with employment and advertising agents on service fees, recruitment, and interview schedules
  • Collaborate with hiring managers to develop and update job descriptions for new and existing roles
  • Design and execute recruitment strategies to meet business objectives and talent acquisition goals
  • Coordinate with external consultants and department heads to assess training needs and arrange employee training schedules
  • Participate in staff meetings, take minutes, and attend relevant seminars to support HR initiatives
  • Maintain compliance with local employment laws and regulations, including Ministry of Manpower (MOM) and Central Provident Fund (CPF) requirements
  • Recommend and implement new approaches, policies, and procedures to improve departmental efficiency and service quality
  • Monitor and report department QHSE objectives and performance monthly to management
  • Ensure planned training programs are executed and evaluate their effectiveness through employee feedback
  • Collaborate with managers to train and develop employees to enhance performance and achieve business goals
  • Support annual manpower planning and company expansion efforts by aligning staffing with skill and experience needs
  • Organize corporate events such as employee birthdays, company dinners, corporate trips, and family days to foster employee engagement
  • Keep managers informed of updates to MOM, CPF, and other statutory board policies and regulations
  • Develop and deliver plans to attract and retain high-caliber qualified candidates by anticipating market trends
  • Perform other related duties as assigned to support HR and organizational objectives

Required competencies and certifications

  • NTC/ Nitec/ Diploma/ Degree preferably in Human Resources Management, Business Administration, or equivalent
  • Preferably 6 years of relevant experience in HR practice or similar capacity
