Job Description

The HR Engineer (L&D), Competency Management leads the design, govern the engineering competency framework across the organization.

HR Engineer will assist the implementation of HR initiatives (Engineering roles), and policies in line with company's objectives. He/ She will lead full-cycle Engineering recruitment and onboarding, managing end-to-end work pass processes (applications, renewals, cancellations), developing and implement HR policies, procedures, and HRIS workflows, driving engagement, training, and performance management initiatives, handling employee relations, and maintaining accurate HRIS.

HR must ensure competency framework is in compliance with labor laws and company policies.Involved in handling Competency Framework and handling L&D Processes.

Key Responsibilities

  • Strong in handling Competency Framework and handling L&D Processes.
  • Good in handling Engineering Roles, HR/ L&D and compliance.
  • Experience in implement HR policies, procedures, and HRIS workflows, driving engagement and managing of performance management initiatives.
  • Responsible in handling full-cycle Engineering recruitment, developing and implementing HR policies, procedures, and HRIS workflows, driving engagement, training, and performance management initiatives.
  • Involved in handling Competency Framework and handling L&D Processes.
  • Responsible for HR Governance & Change Management

Qualifications

  • Demonstrated experience in handling Competency Frameworks, models and assessment methodologies for Engineering roles.
  • Proven track record in handling Competency Framework, HR/L&D and Engineering roles.
  • Bachelor's degree in Engineering with human resource experience.
  • Minimum 3 years of HR Competency frameworks and L&D experience.
  • Experience in developing Competency framework and designing course material.
  • Exposure to resource management and workforce planning in a multiprogram, multisite environment.
  • Certifications: Advanced Certificate in Training &Assessment (ACTA) or Advanced Certificate in Learning & Practice (ACLP).
  • Singaporeans Only.
