Job Description

Job Summary

We are looking for a versatile HR cum Purchaser to manage our human resources functions and procurement needs. You will support a workforce of approximately 80 employees, ensuring smooth office operations, compliance with Singapore labor laws, and timely sourcing of construction materials for our steel structure projects.

Responsibilities

  • Administer work pass applications, renewals, and cancellations for WP, SP, and EP via MOM Online, ensuring foreign workers meet medical and security bond requirements
  • Process monthly payroll including overtime calculations, CPF contributions, and Foreign Worker Levy payments accurately and timely
  • Ensure company policies comply with the Employment Act and Employment of Foreign Manpower Act (EFMA) to maintain legal compliance
  • Maintain accurate and up-to-date worker records including training certificates (CSOC/CoreTrade) and medical insurance documentation
  • Post job advertisements, screen candidates, and conduct orientations to effectively recruit site workers and office staff
  • Identify and evaluate suppliers for raw steel, hardware, welding consumables, and personal protective equipment (PPE) to support project needs
  • Obtain multiple quotes and negotiate prices to secure cost-effective procurement without compromising quality
  • Issue purchase orders based on site requirements and track delivery schedules to prevent project delays
  • Coordinate with yard or site supervisors to monitor inventory levels and verify deliveries against delivery orders
  • Liaise with government agencies such as MOM, BCA, and NEA for licensing, audits, and regulatory compliance
  • Manage office supplies and coordinate maintenance or insurance for vehicles and machinery to ensure operational readiness

Preferred competencies and qualifications

  • Experience of 2-3 years in HR and/or Purchasing, preferably within the Singapore construction industry
  • Knowledge of MOM regulations, Work Injury Compensation Act (WICA), and steel material specifications
  • Proficiency in Microsoft Office, especially Excel, to manage payroll and procurement tracking
  • Strong negotiation and communication skills to engage effectively with suppliers and workforce
  • Ability to manage multiple tasks efficiently in a fast-paced environment
  • Ability to communicate clearly with a diverse workforce in English knowledge of Mandarin or other languages is advantageous for coordinating with suppliers and workers
