HR/Billing/Admin Executive
Job Summary
Ulrich Engineering & Railworks Pte Ltd seeks a responsible, organised, and proactive HR/Billing/Admin Executive to support human resource, payroll, billing, and administrative functions for Singapore rail infrastructure projects.
Responsibilities
- Maintain accurate employee records and personnel files
- Prepare employment contracts and manage onboarding and offboarding documentation to support smooth employee transitions
- Coordinate work pass applications, renewals, staff medicals, and mandatory training to ensure regulatory compliance
- Monitor staff attendance, leave, and training records to maintain up-to-date workforce data
- Prepare monthly payroll, including overtime, allowances, and deductions, for timely processing
- Submit payroll on schedule and maintain comprehensive payroll records for audit and reporting purposes
- Assist in preparing and compiling Workplace Safety & Health (WSH) documentation, including training records and safety forms, for client and authority submissions
- Liaise with government agencies to facilitate compliance and resolve queries
- Prepare billing reports and maintain accurate billing documentation to support financial operations
- Collate accounting documents for submission to the outsourced accounting firm to ensure accurate bookkeeping
- Provide day-to-day administrative support to management to facilitate smooth office operations
- Manage emails, phone enquiries, and general correspondence to maintain effective communication
- Maintain proper filing and document control systems for easy access and record keeping
- Coordinate with clients, suppliers, dormitory operators, and project teams to support project and operational needs
- Manage office supplies and general office administration to ensure a well-functioning workplace
- Assist in preparing reports and maintaining company records to support management decisions
Preferred competencies and qualifications
- Diploma or relevant qualification in Human Resources, Business Administration, or related discipline
- Relevant experience in HR, payroll, billing, or administration
- Knowledge of payroll processing and Ministry of Manpower (MOM) employment practices
- Proficiency in Microsoft Word, Excel, and Outlook
- Strong communication, organisational, and interpersonal skills demonstrated through effective workplace interactions
- Ability to work independently, multitask, and meet deadlines in a dynamic environment
- Experience in construction, engineering, or Workplace Safety & Health (WSH) industry
Other Information
- Location: Kallang Pudding Road (Walking distance from Mattar MRT)
- Working Hours: Monday to Friday, 8.30am - 5.30pm
- Five-day work week (Monday to Friday)
