Key Responsibilities
1. Singapore HR Operations & Compliance
- Employee Relations & Labour Compliance: Oversee HR compliance for the Singapore entity, ensuring company policies, employment contracts, and employee handbooks comply with Ministry of Manpower (MOM) regulations and the Employment Act.
- Compensation & Benefits (C&B): Manage local payroll calculation and disbursement, ensure timely monthly Central Provident Fund (CPF) submissions and payments, and handle annual tax filings, including IR8A / Auto-Inclusion Scheme (AIS).
- Work Pass Management: Manage end-to-end applications, renewals, and cancellations of work passes (EP, S Pass, etc.) and dependent passes (DP/LTVP). Proficiency in MOM's COMPASS (Complementarity Assessment Framework) for pre-assessment and work pass applications is required.
- Talent Acquisition & Workforce Planning: Establish and manage local and cross-border recruitment pipelines tailored to the AI/IDC sector, aligned with business expansion plans, and ensure timely onboarding of key talent.
- Performance & Training: Implement performance management frameworks, organize onboarding programs for local employees, and coordinate industry-related compliance and security training.
2. HR Business Partner (HRBP) Support
- Business Partnering: Act as the dedicated local HRBP, working closely with business teams to support team building, talent allocation, and employee engagement.
- Cross-Cultural & Expatriate Coordination: Facilitate effective collaboration and cultural integration between expatriate employees and the local Singapore team to ensure smooth operations.
3. General Administration & Office Management
- Office & Asset Management: Oversee daily office operations, tenancy management, fixed-asset procurement and maintenance, and administrative facilities.
- Vendor & Business Support: Manage relationships, negotiations, and expenses with external vendors, including office supplies, IT equipment, corporate insurance providers, and other services.
- Travel & Hospitality: Coordinate regional business travel arrangements, corporate visa support, and key business reception activities.
Requirements
- Education: Diploma/Bachelor's Degree or above. A major in Human Resource Management, Business Administration, or a related discipline is preferred.
- Industry Experience: Minimum 3 years of HR and administration experience, preferably within the IDC (Internet Data Centre) industry.
- Regulatory Expertise: In-depth knowledge of Singapore employment laws, particularly the Employment Act, with hands-on experience in CPF submission systems, MOM EP Online / myMOM Portal, and a strong understanding of COMPASS scoring criteria and application processes.
- Mobility & Flexibility: Based in Singapore, with a willingness to travel to other Southeast Asian countries, such as Indonesia and Malaysia, for short-term business trips when required.
- Language Proficiency: Fluent in both spoken and written English and Mandarin, with the ability to use both as working languages when communicating with local employees, MOM authorities, and HQ teams.
