As part of our strategic growth plans, we are expanding into new business segments, including Industrial Parks and Data Centers. We are seeking talented professionals who are passionate about building organizations, developing people, and contributing to the company's long-term growth and success.

About the Role

We are seeking a dynamic, commercially driven, and talent-focused HR & Administration Director to lead the people strategy for our next phase of growth. As the company expands into new business segments, including Industrial Parks, Data Centers, Smart Engineering, and Infrastructure Development, this role will play a critical part in attracting, acquiring, and building the leadership and technical talent required to support these strategic initiatives.

This position goes beyond traditional HR management. The successful candidate will act as a strategic business partner to senior leadership, driving workforce planning, talent acquisition, organizational capability, and leadership development while ensuring operational excellence across HR and administrative functions.

The primary focus of this role will be talent acquisition, workforce build-up, and organizational scaling for emerging business units and regional expansion.

Key Responsibilities

1. Strategic Talent Acquisition & Workforce Growth (Primary Focus)

  • Develop and execute talent acquisition strategies to support the company's expansion into Industrial Parks, Data Centers, Engineering, Infrastructure, and other emerging business sectors.
  • Partner closely with business leaders to identify critical workforce requirements and build hiring roadmaps aligned with business growth plans.
  • Lead executive search and recruitment efforts for senior leadership, technical specialists, project management, commercial, and operational roles.
  • Build strong talent pipelines and employer branding initiatives to attract high-quality local and international talent.
  • Establish recruitment processes, assessment frameworks, and selection methodologies to improve hiring quality and speed.
  • Develop strategic partnerships with recruitment agencies, universities, industry associations, and talent networks.
  • Monitor recruitment metrics and workforce analytics to drive continuous improvement in hiring effectiveness.

2. Organizational Development & Capability Building

  • Support organizational design and workforce planning for new and existing business units.
  • Develop succession planning and leadership development programs.
  • Establish competency frameworks for key functions and leadership positions.
  • Drive organizational effectiveness and talent development initiatives to support long-term growth.

3. Strategic HR Leadership

  • Partner with senior management to align people strategies with business objectives.
  • Act as a trusted advisor to the CEO and leadership team on organizational and talent-related matters.
  • Support business transformation, restructuring, and change management initiatives.
  • Provide strategic recommendations on workforce productivity and organizational effectiveness.

4. Culture, Employee Engagement & Performance Management

  • Foster a high-performance, accountable, and collaborative culture.
  • Design and implement performance management frameworks, including KPI, OKR, and talent review processes.
  • Lead employee engagement and retention initiatives.
  • Manage complex employee relations matters and organizational change processes.

5. HR Operations & Governance

  • Oversee full-spectrum HR operations, including compensation and benefits, payroll, HR policies, and compliance.
  • Ensure compliance with Singapore and Malaysia employment legislation and corporate governance requirements.
  • Drive continuous improvement of HR systems, processes, and internal controls.
  • Ensure HR policies and practices support business scalability and operational excellence.

6. Administration & Corporate Services

  • Lead administrative functions, including office management, facilities, procurement coordination, and vendor management.
  • Drive operational efficiency and cost optimization across administrative services.
  • Support office expansion and facility planning for new business operations.

7. Leadership & Team Management

  • Build, lead, and develop a high-performing HR & Administration team.
  • Establish clear objectives, KPIs, and accountability measures.
  • Foster a culture of professionalism, collaboration, and continuous improvement.

Requirements

Experience

  • Minimum 10 years of progressive HR experience.
  • At least 5 years in a senior HR leadership role (HR Director, Head of HR, Talent Director, or equivalent).
  • Proven track record in large-scale recruitment, talent acquisition, and workforce build-up initiatives.
  • Experience supporting business expansion, organizational transformation, or new business ventures.
  • Strong experience recruiting for technical, engineering, infrastructure, construction, industrial park, data center, manufacturing, or project-based environments will be highly preferred.
  • Demonstrated success in building teams and HR systems from the ground up.

Education & Certifications

  • Bachelor's Degree in Human Resources, Business Administration, Management, or related discipline.
  • MBA, CIPD, SHRM, IHRP, or other relevant professional certifications will be advantageous.
