Job Scope
Talent Acquisition (70%), HR Administration (30%)
1. Recruitment & Onboarding
- Coordinate recruitment for both site and office positions
- Liaise with employment agencies, foreign worker suppliers, and subcontractors.
- Manage onboarding, orientation, and induction programs for new hires.
2. Manpower Planning & Deployment
- Maintain and update manpower lists for project sites.
- Coordinate site manpower transfers, mobilization, and demobilization.
- Handle foreign worker documentation (work permits, renewals, repatriation).
3. Performance Management
- Assist in setting KPIs, conducting appraisals, and managing performance reviews.
- Support training and development programs to improve staff competencies.
4. Compensation & Benefits
- Oversee monthly payroll processing in coordination with Finance.
- Manage attendance, overtime claims, and leave administration.
- Ensure compliance with statutory requirements (EPF, SOCSO, EIS, PCB, HRDF).
5. Employee Relations
- Handle disciplinary issues, grievances, and counseling.
- Foster positive working relationships among staff and site personnel.
- Ensure compliance with Employment Act and company policies.
6. Office & Site Administration
- Supervise administrative staff (clerks, receptionists, site administrators).
- Ensure smooth daily operations of office and site admin activities.
Manage procurement of office supplies, PPE, tools, and general services.
7. Document Control & Reporting
- Maintain accurate HR and administrative records.
- Prepare HR reports, headcount summaries, and organization charts.
- Oversee filing systems and ensure confidentiality of employee data.
Job Requirements
- Bachelor's Degree / Diploma in Human Resource Management, Business Administration, or related field.
- At least 5 years of relevant HR experience, preferably in the construction industry.
- Excellent interpersonal, communication, and leadership skills.
- Able to handle multi-site operations and work in a fast-paced environment.
- Strong organizational and problem-solving skills.
- High level of integrity, confidentiality, and professionalism.
- Ability to multitask and meet deadlines.
- Good understanding of site-based HR challenges (foreign labor, safety compliance, etc.).
